JOB TITLE: RECREATION AND CONSERVATION MANAGER 2

SERIES NATURE OF WORK: The Recreation and Conservation series describes professional work in the development and administration of recreation and conservation programs in the Department of Conservation and Natural Resources.

DEFINITION: This is advanced professional and managerial recreation and conservation work as a division chief in the Department of Conservation and Natural Resources.

An employee in this job is responsible for directing professional staff in providing advisory services for recreation, parks, conservation planning, development, and administration to local governmental officials to increase quality and quantity of community park, recreation, and conservation programs and facilities. Work involves managing, through subordinate supervisors or managers, the operation of major programs aimed at improving park, recreation, and community center facilities, programs, and services at the local level; preserving open space and cultural resources; and promoting economic development and tourism activities. Work includes coordination, budgeting, monitoring, and evaluation of all division projects and programs; and providing technical advice and assistance on all aspects of recreation and conservation programs. Work also includes conducting research and analysis for the formulation of program policies, regulations, and standards. Work is performed independently under the general direction of an agency executive for the attainment of goals and objectives, and overall program effectiveness.

     • Work is distinguished from the next lower job by its role as a division chief within the department and the supervision of Recreation and Conservation Managers 1.

• Manages major recreation and conservation programs, overseeing the development and evaluation of administrative and fiscal standards, and the operational aspects of the program.

• Determines, within broad policy guidelines, how to operate programs to meet changing needs and achieve intended results.

• Assists in the preparation, monitoring, and evaluation of bureau objectives, budgets, and legislative initiatives.

• Directs the activities of subordinate managers and their staff who are engaged in providing recreation, park, and conservation advisory services.

• Reviews oral and written justifications for projects.

• Recommends amendments to contracts enabling grantees to address unexpected problems or delays.

• Makes speeches to government, civic, business, and community groups and organizations to explain programs, provide technical assistance, and stimulate interest and increased participation.

• Prepares regulations, guidelines, and drafts of legislation to implement new programs and initiatives.

• Reviews proposed legislation for potential impacts on bureau programs.

• Devises systems of ranking project proposals that consider local needs and priorities, statewide eligibility standards, and legislative requirements.

• Provides technical information and guidance in the interpretation and application of policies and procedures to staff.

• Reviews overall progress and results of division programs in order to evaluate effectiveness.

• Assists grantees in resolving project audit findings in order to continue payments or satisfactorily close out projects.

• Composes grant contracts including project budgets, work schedules, and payment schedules in conformance with program standards and legal requirements.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of recreation, parks, and natural resource conservation management practices.

• Knowledge of federal, state, and local government programs and regulations pertaining to recreation, parks, and natural resource conservation project planning, development, and implementation.

• Knowledge of social, political, and economic factors impacting recreation, parks, and natural resource conservation planning.

• Knowledge of environmental and ecological processes impacting recreation, parks, and natural resource conservation planning.

• Knowledge of the federal and state laws and regulations pertaining to planning, development, and implementation of parks, recreation, and conservation programs and projects.

• Knowledge of the methods and techniques used in community outreach and partnership building.

• Knowledge of the practices and methods utilized in the development and implementation of local, regional, and statewide recreation and conservation programs.

• Knowledge of the principles and practices of effective supervision.

• Ability to perform mathematical calculations.

• Ability to read and interpret written material.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Recreation and Conservation Manager 1 (commonwealth title);

or

• Five years of professional experience in parks, recreation, or natural resource conservation administration, planning, or development, including one year of supervisory experience; and a bachelor’s degree in parks and recreation, landscape architecture, environmental sciences, city, regional, urban, or environmental planning, or a closely related field;

or

• An equivalent combination of experience and training that includes one year of professional supervisory experience.
