MILK MARKETING ENFORCEMENT DIRECTOR
DEFINITION: This is administrative and professional work in the regulation of the fluid milk industry.
The employee in this class is responsible for planning, directing, and coordinating the statewide milk marketing enforcement program to assure the orderly marketing of fluid milk in the public interest. Work involves directing the investigation, examination, and financial auditing of the operations and conditions of the milk industry to assure compliance with state laws, rules, and regulations. Work also involves conducting highly sensitive contacts with dealers, producers, and the public to gather information, resolve complaints, and advise on methods of salvaging financially unstable businesses, and recommending prosecution of violators or dissolution of insolvent companies to protect the source of milk supply and assure legal payment of debts to producers. This employee also assists in gathering economic data pertaining to the fixing of minimum area fluid milk prices. Work includes planning and developing enforcement policies and procedures and directing and coordinating the statewide program designed to detect illegal or unethical practices, assure that producers are paid for the products they deliver, and determine dealers' costs, profits, and financial condition for the setting of prices and enforcement of state laws. Although considerable independence is exercised in the direction of the program, freedom to enforce penalties is circumscribed by the authority of the board members and is reviewed by an administrative superior for conformance to policies.
EXAMPLES OF WORK: Plans, directs, and coordinates the statewide milk marketing enforcement program to assure the orderly marketing of fluid milk in the public interest.
Reviews reports and recommendations concerning illegal or unethical business practices and questionable financial dealings, and recommends penalties, judgments, and dissolution of companies.
Conducts highly sensitive contacts with dealers, producers, and the public to explain policies and regulations, resolve complaints, gather information, advise on methods of salvaging financially unstable businesses, and other matters that pertain to effective operation of the milk industry.
Develops procedures, policies, and standards for implementation of training programs, operational activities and special investigations.
Assigns staff to review the financial records of milk dealers in cases of suspected violations, to gather economic data, or in large and diversified corporations which cross regional boundaries.
Testifies in public hearings or court proceedings on behalf of the Milk Marketing Board.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of accounting and auditing principles and methods and their application to the milk industry.
Knowledge of the principles and methods of field investigation and law enforcement.
Knowledge of the state milk marketing laws, rules, and regulations.
Knowledge of fiscal procedures and business practices as performed in the dairy industry.
Knowledge of the principles and practices of public administration.
Ability to deal with controversial matters with firmness and tact.
Ability to plan, supervise, and evaluate the work of a large technical and professional staff.
Ability to develop procedures, methods, and guidelines within which subordinate personnel may function.
Ability to express ideas clearly and concisely, orally and in writing.
Ability to establish and maintain effective working relationships and inspire confidence.
MINIMUM EXPERIENCE AND TRAINING: Two years of experience as a Milk Marketing Supervisor;
or
Five years of progressively responsible experience in accounting and auditing work, including two years in milk marketing enforcement work in a supervisory capacity; and a bachelor's degree in accounting;
or
Any equivalent combination of experience and training.
