EXECUTIVE SECRETARY, MILK MARKETING BOARD
DEFINITION: This is highly responsible administrative work in the Milk Marketing Board.
The employee in this class is responsible for planning, developing, directing, evaluating, implementing, and coordinating the laws, regulations and official general orders of the milk industry in Pennsylvania as directed by the Milk Marketing Board. Work involves directing the collection and analysis of financial and economic data and the analysis of the agricultural and economic conditions of each of the State's milk marketing areas. The position also directs the development of findings of fact and official general orders that explain and establish milk prices for each marketing area. Additional major responsibilities of the position include determining the extent of dealer operating violations and recommending initial dealer penalties. Work also includes preparing the agenda and recording the minutes for board meetings and coordinating activities and maintaining liaison with other state and federal agencies, Congressional representatives, state legislators and municipal officials, other state milk regulatory agencies and representative of all aspects of the milk industry. Supervision is exercised over a professional and technical staff engaged in licensing, enforcement, legal, economic data compilation, accounting, auditing, administrative support services and public information activities of the Milk Marketing Board. The incumbent performs with considerable independence within the framework of existing laws and policies and freedom to act is circumscribed only by the authority of the board members who review work for conformance to legal and policy guidelines.
EXAMPLES OF WORK: Plans, develops, directs, evaluates, implements and coordinates the laws, regulations and official general orders of the milk industry in Pennsylvania as directed by the Milk Marketing Board.
Directs the research and accounts, licensing and bonding, and law enforcement programs in the Milk Marketing Board.
Directs the administrative operations of the Board such as budget, procurement, information technology and personnel.
Directs the development of fact based on the agricultural and economic conditions of each marketing area.
Develops and recommends official general order which regulate the producer, wholesale, and retail price of milk in each marketing area.
Prepares the agenda and records the minute for board meetings.
Determines the extent of dealer operating violations and recommends initial penalties.
Determines the general content and emphasis of policy recommendations to the Board; prepares drafts of proposed rules, regulations and procedures.
Develops and recommends policies and program initiatives for the Board's consideration.
Evaluates the internal organization of the Board to assure optimum use of available resource in achieving program objectives and stimulates and guides the activities of subordinate supervisory staff.
Directs the planning of and participates in public speaking events that highlight the accomplishment, responsibilities and direction of the Board.
Coordinates activities and maintains liaison with other state and federal agencies, Congressional representatives, state legislators and municipal officials, other state milk regulatory agencies, and representatives of all aspects of the milk industry.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the principles and practices of agricultural economics.
Knowledge of legal and quasi-legal practices and procedures.
Knowledge of laws, rules, and regulations of the state Milk Marketing Board and related Federal laws and regulations.
Knowledge of the structure and operations of government including financial administration, personnel management, budgeting and general services administration.
Knowledge of the concepts, methods and techniques involved in modern management practices.
Knowledge of the principles and practices of public administration.
Ability to exercise judgment and discretion in the application and interpretation of milk marketing policies.
Ability to establish and maintain effective working relationships with associates industry representatives, and the public.
Ability to interpret and adhere to legislation and to prepare recommendations for revisions.
Ability to develop and implement administrative procedures and operations and to evaluate their efficiency.
Ability to plan and direct the activities of subordinate supervisory staff as well as of professional and clerical employees.
Ability to communicate effectively, orally and in writing, and to speak effectively before large groups.
MINIMUM EXPERIENCE AND TRAINING: Seven years of progressively responsible administrative and management experience, including three years in a supervisory or administrative capacity; and a bachelor's degree with major course work in statistics or economics, public administration or closely related field;
