JOB TITLE: EXECUTIVE SECRETARY, PENNSYLVANIA MILK BOARD

DEFINITION: This is highly responsible administrative work in the Pennsylvania Milk Board.
The employee in this job directs the development, implementation, and evaluation of the laws, regulations, and general orders for the milk industry in Pennsylvania. Work involves directing the collection and analysis of financial and economic data, analyzing the agricultural and economic conditions of the Commonwealth's marketing areas, and developing official general orders that establish and explain milk prices for each area. Work includes developing and implementing board policies and procedures; coordinating board activities; preparing the agenda for board meetings; and liaising with other state and federal agencies, congressional representatives, municipal officials, other milk regulatory agencies, and milk industry representatives. Supervision is exercised over professional and technical staff engaged in licensing, enforcement, legal, economic data compilation, accounting, auditing, administrative support services, and public information activities. Work is performed with considerable independence within the framework of existing laws and policies and is reviewed by board members for overall program effectiveness.

• Directs the development and implementation of the laws, regulations, and official general orders for the milk industry in Pennsylvania as directed by the board.
• Develops and recommends official general orders which regulate the producer, wholesale, and retail price of milk in each marketing area.
• Directs enforcement programs of the board including licensing, bonding, and dealer compliance.
• Directs economic data compilation, accounting and auditing, and public information functions.
• Directs the administrative operations of the board, including budget and financial activities.
• Prepares the agenda and records the minutes for board meetings.
• Determines the extent of dealer operating violations and approves penalties.
• Develops and recommends policies and program initiatives for the board’s consideration and prepares proposed rules and regulations for the board’s approval.
• Evaluates the board’s organizational structure to ensure optimum use of available resources in achieving program objectives.
• Directs the planning of and participates in public speaking events that highlight the accomplishments, responsibilities, and direction of the board.
• Coordinates activities and liaises with other federal and state agencies, elected officials, other milk regulatory agencies, and milk industry representatives.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and methodology used in the collection, analysis, and presentation of administrative data.
• Knowledge of office practices and procedures.
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the use and functionality of Microsoft Office Suite software.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Seven years of professional administrative experience, including three years of supervisory experience, and a bachelor's degree with major course work in statistics, economics, public administration, or a closely related field;
or
• An equivalent combination of experience and training that includes three years of professional supervisory experience and major course work in statistics, economics, public administration, or a closely related field.
