WATERWAYS CONSERVATION OFFICER MANAGER 

DEFINITION: This is management work in the regional enforcement of fish, boating safety and aquatic habitat protection laws in the Bureau of Law Enforcement,
Pennsylvania Fish and Boat Commission.

An employee in this job implements law enforcement programs and related activities in  an assigned region of the Commonwealth. Duties include directing staff engaged in the enforcement of fish, boating safety, and aquatic habitat protection laws; stimulating public interest and support through a public education and information program; directing the investigation and/or issuance of special permits and licenses; supervising staff participation with fisheries management personnel in the stocking of fish and related fisheries management activities; and cooperating with other Pennsylvania Fish and Boat Commission staff and outdoor organizations in stream and lake improvement programs within the region. Work involves regional coordination of conservation and law enforcement related programs within the Pennsylvania Fish and Boat Commission, and with other Commonwealth conservation and law enforcement agencies. Supervision is exercised over clerical, supervisory, and law enforcement staff. Work is assigned through broad objectives by a Law Enforcement Program Operations Manager, and employees are responsible for initiating and following through with the action necessary to accomplish program goals and objectives.

EXAMPLES OF WORK: Supervises, through subordinate supervisory staff, the enforcement of fish, boating safety, and aquatic habitat protection laws.

Supervises regional investigation and prosecution of suspected violators and assists with the more complex investigations and prosecutions.

Supervises and participates in the development and delivery of regional in-service training, and public education and information programs.

Supervises the investigation and/or issuance of special permits and licenses in the assigned region.

Prepares budget requests and monitors, audits, and accounts for all funds expended or generated.

Establishes working relationships and procedural guidelines with other conservation agencies, within a region, including the U.S. Fish Wildlife Service, the Pennsylvania Game Commission, and the Pennsylvania Department of Environmental Protection and Pennsylvania Department of Natural Resources.

Disseminates information pertaining to changes in laws, rules, regulations and policies to staff.

Supervises the preparation of all necessary reports of activities.

Reviews field acknowledgments and citations for accuracy and legality.

Prepares regional summations.

Supervises staff participation with fisheries management personnel in the stocking of fish and related fisheries management activities.

Performs the full range of supervisory duties.

Employees in this job may participate in their subordinates' work consistent with operational and organizational requirements.

Performs other related duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the laws and regulations governing fish and game protection and management, aquatic habitat
protection, and misdemeanors and felonies encountered within the scope of employment.

Knowledge of native fish and aquatic plants and animals, their habits and natural requirements.

Knowledge of investigational and arresting procedures utilized in enforcing the laws and regulations within the scope of their jurisdiction.

Knowledge of the principles and practices of investigating requests for special licenses and permits.

Knowledge of the methods of developing and delivering effective in- service training and public education and information programs.

Knowledge of modern management principles and practices.

Ability to use of fishing tackle, boats, and boating equipment.

Ability to use of firearms, short-wave radios, and other related law enforcement equipment.

Ability to learn the principles and practices of effective supervision.

Ability to enforce laws with firmness and tact.

Ability to explain and interpret provisions of laws and regulations to subordinate staff and the public.

Ability to effectively deliver training sessions and speaking engagements.

Ability to prepare clear and concise technical reports.

Ability to coordinate assigned activities with those of other conservation agencies.

Ability to establish and maintain effective working relationships with associates, subordinates, personnel from other conservation agencies, and the public.

MINIMUM EXPERIENCE AND TRAINING: Four years of experience in fisheries or boating safety work, which includes two years in a law enforcement capacity.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid Pennsylvania driver's license.
