DIRECTOR BUREAU OF LAW ENFORCEMENT, PFBC

DEFINITION: This is managerial work in the statewide enforcement of the Pennsylvania Fish and Boat Code and other related laws and regulations of the Pennsylvania Fish and Boat Commission (PFBC).

The employee in this job directs, through subordinate managers and a statewide network of regional offices, the law enforcement program in the PFBC. Work involves overseeing the development and implementation of policies and procedures for statewide law enforcement programs including the enforcement of aquatic resource related laws including fish, fishing, boating safety, littering and pollution, and certain provisions of the Crimes Code as modified by regulations adopted by the PFBC. Work also involves establishing bureau priorities and objectives in relation to the management of the Bureau; directing the development and implementation of a public education and information program; overseeing the issuance of special licenses and permits; overseeing the participation of law enforcement personnel in fish stocking and fisheries management activities; directing the management of a statewide Deputy Waterways Conservation Officers program; and overseeing the development and implementation of training programs for law enforcement staff. The employee advises the Executive Director and Commissioners on issues relating to law enforcement programs. Work also involves recommending changes in laws and regulations for review by the Executive Director and the Commissioners, and developing the annual budget proposal for the bureau. Supervision is exercised over Law Enforcement Program Operations Managers and support staff. Work is performed in accordance with broad policies and goals provided by the Executive Director and is reviewed based on accomplishment of program goals and objectives within the framework of applicable laws and PFBC regulations.

EXAMPLES OF WORK: Establishes direction, priorities, policies, strategic planning, and objectives for the Bureau.

Oversees the development and management of specialized law enforcement programs.

Provides guidance and technical assistance in complex and sensitive investigations and prosecutions.

Reviews and interprets provisions of laws, rules, regulations, policies, and legal procedures.

Recommends changes to the Fish and Boat Code and Commission Regulations.

Develops or reviews the development of statewide fish and boat law enforcement program goals, regulations, and policies.

Directs budget and re-budget requests for the Bureau.

Prepares correspondence in response to inquiries regarding laws, regulations, and procedures.

Prepares written and oral reports for the Executive Director, Commissioners, and the Boating Advisory Board.

Delivers formal presentations to sporting clubs, conservation groups, and the public.

Participates in Emergency Preparedness Program in conjunction with other Commonwealth Agencies as Agency representative to PEMA and Homeland Security Networks.

Travels via land and water to various locations in response to emergencies and to conduct significant law enforcement investigations.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates' work consistent with operational and organizational requirements.

Performs other related duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the laws and regulations governing fish and fishing, boating, aquatic habitat protection, aquaculture.

Knowledge of crimes code misdemeanors and felonies.

Knowledge of investigational and arrest procedures.

Knowledge of the rules of criminal procedures.

Knowledge of the principles and techniques inherent in gathering evidence and prosecuting violators.

Knowledge of the principles and practices of investigating requests for special licenses and permits.

Knowledge of the fundamentals of police science.

Knowledge of budgeting principles and practices.

Knowledge of the principles and practices of employee supervision.

Knowledge of boat safety rules.

Ability to use firearms and other law enforcement equipment.

Ability to interpret laws and regulations.

Ability to operate motor vehicles.

Ability to operate a boat.

Ability to write technical reports and correspondence.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year as a Law Enforcement Program Operations Manager;

                                                                                                                                                   or

Two years as a Waterways Conservation Officer Manager;

                                                                                                                                                   or

Six years of experience administering a fish or boat law enforcement program that includes two years in a supervisory capacity.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid Pennsylvania non-commercial Class C driver's license or equivalent.
