JOB TITLE: FISHING AND BOATING FACILITIES MAINTAINER

SERIES NATURE OF WORK: The Fishing and Boating Facilities job series describes work in the construction and maintenance of fishing and boating facilities.

DEFINITION: This is specialized and skilled trades work in the maintenance and repair of fishing and boating facilities operated by the Pennsylvania Fish and Boat Commission (PFBC).

An employee in this job performs skilled work in a variety of trades and operates a wide variety of maintenance and construction tools, machinery, and equipment to support the facilities maintenance and repair activities of the PFBC. Work involves repairing and maintaining machinery, buildings, hatchery systems, stocking vehicles, and related equipment. Work includes repairing, maintaining, and carrying out limited construction tasks for fishing access areas, boat ramps, raceways, buildings, bridges, roads, parking areas, dams, and related fishing and boating structures and facilities. Work may include functioning as a lead worker for other employees performing semi-skilled duties. Work is assigned with general instructions on a project basis, and employees exercise technical independence in determining work methods and procedures. Completed work is reviewed by a technical or administrative supervisor through inspections and discussions.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.)

• Operates trucks, tractors, mowers, backhoes, graders, loaders, boats, weed eaters, seal coating and crack filling machines, sign routers, and post-hole diggers used in the maintenance of fishing and boating facilities.

• Transports feed and chemicals across facilities, and transports equipment to job sites and vendors for maintenance.

• Constructs and repairs boat launching ramps using pre-cast concrete planks or poured concrete by setting forms, cutting and installing steel reinforcement, and placing and finishing concrete.

• Services, maintains, and repairs outboard motors, boats, and boat trailers.

• Performs repairs on bridge structures, such as building forms, finishing concrete, welding steel components, and operating construction equipment.

• Operates and maintains tools such as power trowels, concrete vibrators, joiners, planers, saws, sanders, drills, arc welders, oxy-acetylene torches, and other tools used in construction, renovation, and maintenance activities.

• Repairs doors, door frames, and furniture.

• Fabricates and installs temporary partitions.

• Renovates buildings by repairing roofs and installing shingles, siding, spouting, doors, flashing, paneling, and ceiling tile.

• Paints interiors and exteriors of buildings.

• Performs masonry work for buildings, bridges, raceways, foundations, walks, and walls.

• Installs and maintains steam lines and plumbing, heating, and drain systems by measuring, cutting, threading, and installing pipe using pipe cutters and threaders, tubing cutters, solder, and propane torches.

• Installs and repairs electrical wiring, outlets, switches, lights, and circuit breakers.

• Repairs and reconditions fans.

• Repairs, cleans, and performs preventive maintenance on equipment and vehicles.

• Schedules routine vehicle maintenance and inspections.

• Services, maintains, and repairs hatchery source water wells and various sizes of pumps.

• Performs weekly tests, routine maintenance, and necessary repairs to emergency backup power generators.

• Independently troubleshoots and begins repairs during emergency call-ins to minimize damage to hatchery infrastructure and potential fish losses.

• Services and maintains hatchery HVAC equipment and water exchange heaters.

• Services, maintains, and repairs supplemental liquid oxygen systems to fish rearing areas, bulk feed storage bins, hatchery emergency alarm systems, electrical and mechanical components of hatchery effluent water treatment systems, and sludge storage tank motors and blowers.

• Maintains equipment records.

• Makes welding repairs and fabricates metal components by use of arc and acetylene welders for equipment and construction projects.

• Cuts grass using groundskeeping equipment.

• Removes snow from sidewalks and parking lots using basic snow removal equipment.

• Operates motor vehicles.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the tools, methods, materials, and practices used in maintenance, repair, and construction.

• Knowledge of the occupational hazards and safety precautions in maintenance, repair, and construction work.

• Knowledge of the laws pertaining to the operation of equipment on highways.

• Knowledge of the practices used in the care and safe operation of trucks and construction equipment.

• Knowledge of the use and functionality of Microsoft Office Suite.

• Knowledge of the use and care of tools and equipment for outdoor construction, groundskeeping, or building maintenance.

• Ability to service and to make running adjustments and minor repairs to equipment.

• Ability to operate basic groundskeeping and snow removal equipment.

• Ability to understand and follow written and oral instructions.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience operating commercial or industrial-use wheeled or tracked motor vehicles used in groundskeeping, outdoor construction work, agriculture, mining, or forestry work;

or

• Two years of semi-skilled work experience in commercial building or plant maintenance and repair work;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENT:

• All positions require possession of an active motor vehicle license.

• Certain positions are required to either possess at the time of hire, or obtain within the probationary period, a commercial driver’s license (CDL) and any endorsements required to operate specific equipment to meet operational needs.
