SERIES NATURE OF WORK: The Fishing and Boating Facilities job series describes work in the construction and maintenance of fishing and boating facilities.

DEFINITION: This is supervisory work in the construction and maintenance of public fishing and boating facilities for the Pennsylvania Fish and Boat Commission (PFBC).

An employee in this job directs the maintenance and minor construction of public fishing and boating facilities within a multi-county area of the commonwealth. Work involves supervising work crews engaged in labor, skilled trades, and equipment operation duties which may involve public and property owner contact. Work includes determining priorities and projects, assigning work, and overseeing that work is completed to specifications by employees or contractors. Work may involve assisting PFBC personnel in the major maintenance of fish culture facilities. Work is reviewed by a supervisor through reports and inspections.

   DISTINGUISHING CHARACTERISTIC:

     • Work is differentiated from the lower-level job by having responsibility for supervising employees who perform skilled trades or equipment operations in the maintenance and construction of fishing and boating facilities.

• Supervises work crews engaged in the maintenance and minor construction of public fishing and boating facilities to include impounding structures and appurtenances, boat launching ramps, docks, mooring and storage areas, access roads and parking areas, rest rooms and sanitary disposal systems, buildings, signs, and adjacent lands and waters under the control of the PFBC.

• Prepares cost and technical planning recommendations, develops work schedules, prepares rough plans and lists of materials, and prepares and maintains cost and performance records.

• Oversees the proper operation and maintenance of equipment.

• Trains employees in the proper use of equipment and personal protective equipment.

• Prepares requests and costs for supplies and equipment.

• Communicates with the public to provide information regarding facilities, rules and regulations, and related information.

• Conducts inspections and prepares reports on facility usage and status.

• Assists other PFBC employees when required.

• Operates motor vehicles.

• The employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the methods of construction and maintenance of outdoor recreational facilities or facilities of comparable scope.

• Knowledge of the techniques used in the preparation of building and construction plans and cost estimates.

• Knowledge of the laws pertaining to the operation of equipment on highways.

• Knowledge of the practices used in the care and safe operation of trucks and construction equipment.

• Knowledge of the use and functionality of Microsoft Office Suite.

• Ability to plan the work of multiple individuals engaged in performing construction and maintenance tasks.

• Ability to read and interpret construction plans.

• Ability to explain and enforce PFBC rules and regulations to the public.

• Ability to maintain accurate records and prepare detailed reports, such as time and attendance, material and cost estimates, and usage reports.

• Ability to review the work performed by vendors to determine if it meets the specifications of the contract.

• Ability to operate light and heavy maintenance and construction equipment.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as a Fishing and Boating Facilities Maintainer (commonwealth title);

or

• Two years of experience as a lead worker, skilled tradesman, or skilled equipment operator in the construction or repair and maintenance of outdoor recreational facilities or facilities of comparable scope and complexity.

NECESSARY SPECIAL REQUIREMENTS:

• All positions require possession of a valid motor vehicle license.

• Certain positions are required to either possess at the time of hire, or obtain within the probationary period, a commercial driver’s license (CDL) and any endorsements required to operate specific equipment to meet operational needs.
