JOB TITLE: FISHING AND BOATING FACILITIES MANAGER

SERIES NATURE OF WORK: The Fishing and Boating Facilities job series describes work in the construction and maintenance of fishing and boating facilities.

DEFINITION: This is administrative and managerial work directing the maintenance and construction of public fishing and boating facilities for the Pennsylvania Fish and Boat Commission (PFBC).

An employee in this job directs the maintenance of all public fishing and boating facilities and assists the Division Chief in managing major construction projects. Work involves supervising Fishing and Boating Facilities Supervisors responsible for maintaining public fishing and boating facilities in a regional maintenance area. Work includes inspecting facilities to ensure that areas are properly maintained; identifying facility maintenance or renovation needs; reviewing invoices and contracts for efficient and effective use of resources; and preparing budget estimates for facility maintenance. Work also includes reviewing assigned construction projects; making recommendations regarding project specifications and priorities; reviewing material and cost estimates; reviewing field survey notes, preliminary drawings, design plans, and specifications; inspecting workmanship and materials; and engaging with the general public and private agencies. Work is performed independently under the general direction of a professional supervisor who assigns work in the form of goals and objectives and reviews work for overall effectiveness.

   DISTINGUISHING CHARACTERISTIC:

     • Work is differentiated from the lower-level job by having responsibility for supervising a Fishing and Boating Facilities Supervisor or other subordinate supervisory employees.

• Supervises Fishing and Boating Facilities Supervisors in the maintenance of all public fishing and boating facilities in a regional maintenance area.

• Establishes standard maintenance practices, methods, and criteria.

• Conducts on-site inspections of regional maintenance areas to ensure that the fishing and boating facilities are being well maintained and provides direction for corrective action as needed.

• Reviews service and materials contracts to ensure that they are within the planned budget, comply with purchasing rules, and address operational needs.

• Manages construction projects, to include preparing or reviewing cost estimates, construction documents and specifications, purchase requests, and requisitions.

• Assists in developing specifications for construction projects.

• Consults, coordinates, and assists public and private agencies in matters pertaining to public fishing and boating facilities.

• Conducts and prepares detailed analysis and cost/benefit comparison of utilizing internal workforce versus outsourcing projects.

• Prepares reports regarding facilities’ activities and projects.

• Prepares budget estimates and purchase requests.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of general construction, repair, and maintenance methods, tools, materials, and equipment.

• Knowledge of the techniques used to prepare construction project plans and cost estimates.

• Knowledge of budgeting and administrative procedures.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite.

• Ability to plan, develop, and implement a comprehensive regional maintenance plan.

• Ability to inspect work sites and construction projects to assess workmanship, quality, and compliance to project specifications.

• Ability to interpret drawings, specifications, and codes used in the design or construction of fishing and boating facilities and related structures.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING:

• Two years of experience as a Fishing and Boating Facilities Supervisor (commonwealth title);

or

• Two years of experience as a first-level supervisor or project manager, overseeing skilled trades or equipment operators, in outdoor construction and maintenance projects or in the maintenance and repair of buildings and surrounding grounds and facilities.
