JOB TITLE: WILDLIFE RESOURCE MANAGER, PGC

DEFINITION: This is managerial work assisting in directing the wildlife resource programs in a region of the Pennsylvania Game Commission (PGC).
An employee in this job manages the planning, development, implementation, and evaluation of regional wildlife management, wildlife habitat management, and forestry programs to manage, enhance, and conserve wildlife resources. Work involves collaborating with the PGC’s central office bureaus on regional program goals, objectives, and priorities; evaluating wildlife resource programs within the region; developing and implementing recommendations for regional policies and procedures; identifying budgetary and material resources needed to meet regional program goals and to complete habitat improvement projects; assessing work plans for the effective integration of wildlife resource programs; representing the agency before the public on wildlife resource operations; and providing advisory services and oversight to field personnel. Supervision is exercised over regional program managers. Work is assigned by the Wildlife Regional Director with programmatic direction from central office bureaus and is performed with considerable independence. Work is reviewed for program effectiveness, adherence to PGC policies and guidelines, and the effective utilization of staff and resources.

• Plans, schedules, develops, directs, coordinates, and evaluates wildlife management, forestry, and wildlife habitat programs within a geographical area of the Commonwealth to manage, enhance, and conserve wildlife resources.
• Directs the implementation of a wide variety of regional program-related activities, including wildlife population monitoring, commercial herbicide treatment, timber sales, prescribed fire operations, facilities and road maintenance, wildlife habitat management, invasive species management, and oil, mineral, and gas management.
• Determines the fiscal, personnel, equipment, supply, and related needs to meet program goals, objectives, and priorities, and assists the Wildlife Regional Director in obtaining and allocating the resources.
• Conducts periodic evaluations of the assigned programs to determine efficiency and effectiveness and prepares reports of findings and recommendations.
• Represents the agency on wildlife resource operations matters before federal, state, and local authorities, special interest groups, and the public.
• Reviews volunteer programs, non-profit organizations, and other outside agencies to determine the region’s involvement.
• Operates motor vehicles to travel to various work sites.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of wildlife management.
• Knowledge of laws, regulations, policies, and procedures applicable to wildlife management.
• Knowledge of the methods and techniques used in conducting wildlife management operations.
• Knowledge of procedures used in analyzing habitat conditions as they relate to a variety of wildlife species.
• Knowledge of the various species of native trees, shrubs, and herbaceous cover.
• Knowledge of the non-native and invasive plant and insect species.
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to operate motor vehicles.
• Ability to read, understand, and interpret written information.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Two years of experience as a Wildlife Biologist 3 or Forest Assistant Manager (Commonwealth titles);
or
• Five years of professional experience in wildlife management, forestry, or a closely related field that includes two years of supervisory experience;
or
• An equivalent combination of experience and training that includes two years of professional supervisory experience in wildlife management, forestry, or a closely related field.
SPECIAL REQUIREMENTS:
• All positions require possession of an active motor vehicle license.
