REGIONAL FISH PRODUCTION MANAGER

DEFINITION: This is managerial and advanced technical work in planning and directing fish production and distribution programs for a region of state fish hatcheries operated by the Pennsylvania Fish and Boat Commission.

An employee in this job is responsible for planning, directing and coordinating fish production and distribution programs and overseeing the management of state fish hatcheries for an assigned region. Work includes developing fish culture techniques, setting and monitoring the attainment of fish hatchery production and distribution goals, controlling production and distribution costs, and providing technical assistance. Work involves reviewing and adjusting production and distribution goals, allocating resources to achieve the goals, and coordinating the programs to further the overall fisheries management program objectives. Supervision is exercised over management, supervisory, and clerical personnel. Work is assigned in the form of program objectives and is performed with independence and latitude for technical judgment. Work is reviewed by an administrative superior through conferences and reports for attainment of objectives and results.

EXAMPLES OF WORK: Plans and coordinates fish production programs.

Oversees the operation of state fish hatcheries.

Establishes production and distribution goals for state fish hatcheries.

Determines and allocates the resources required to achieve the production and distribution goals and reviews and adjusts resources.

Prepares and submits budget requests for funds needed to achieve the production and distribution goals.

Reviews production and distribution costs and adjust funding as required.

Develops and implements new or improve fish culture techniques.

Directs specialized research projects.

Arranges for exchange of fish and fish eggs with Federal and other state agencies.

Conducts in-service training programs in fish culture for managers and technical staff.

Speaks before various groups such as sportsmen, conservation and professional organizations on fish culture programs.

Creates reports and analyzes fish production management data in order to improve processes.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organization requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of technical methods and procedures used in fish culture.

Knowledge of the life habits and environmental requirements of Pennsylvania sport fishes.

Knowledge of the operation and maintenance of a state fish hatchery.

Knowledge of types and amounts of food required for rearing fish.

Knowledge of state and Federal laws and policies relating to fish culture and fisheries management.

Knowledge of the state budgeting and purchasing procedures and financial analysis techniques as related to the fish production program.

Knowledge of common fish bacterial, viral, and parasitic diseases and methods of control and prevention.

Ability to plan, direct, and coordinate fish production operations.

Ability to manage the operation and maintenance of state fish hatcheries.

Ability to prepare statistical summaries of fish production and perform statistical analysis of fish production results.

Ability to analyze and prepare technical reports that include a graphical representation of production processes and recommendations to improve fish production.

Ability to generate, analyze and interpret information in the field of fish production.

Ability to determine a state fish hatchery’s maximum utilization and to direct and implement alternatives, where necessary, to increase fish production.

Ability to prepare a budget request for fisheries production programs and to analyze and control expenditures.

Ability to apply the principles of effective supervision and management.

Ability to establish and maintain effective working relationships with associates, subordinates, state and Federal officials, and the public.

Ability to express ideas clearly and concisely in oral, written, and graphic form.

MINIMUM EXPERIENCE AND TRAINING: One year as a Fisheries Biologist 3;

                                                                                                                                                                  or

Four years as a Fish Culture Station Manager;

                                                                                                                                                                  or

Seven years of experience related to the production and culture of food or sport fish, which includes three years of experience in a supervisory or managerial capacity;

                                                                                                                                                                  or

Three years of supervisory or managerial experience related to the production and culture of food or sport fish; and a Bachelor’s Degree in fisheries biology, aquatic biology, aquatic ecology, fish culture, or closely related field;

                                                                                                                                                                  or

An equivalent combination of experience and training.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid driver’s license.
