DEFINITION: This is administrative and managerial work in planning and directing fish production, distribution, and services for fish hatcheries operated by the Pennsylvania Fish and Boat Commission (PFBC).

The employee in this job plans, directs, and coordinates the statewide fish production and fish production services programs. Work involves developing policies, procedures, and program operational standards to ensure effective, compliant, and continuous hatchery functions. Work includes administering program budgets and resources, managing contracts, and overseeing environmental and regulatory compliance activities. Supervision is exercised over managerial staff directing regional fish production and fish production services programs. Work is performed with considerable independence and is reviewed by an administrative supervisor for program effectiveness and adherence to applicable laws, regulations, and policies.

• Develops and implements policies and procedures for fish production and environmental compliance activities.

• Develops and administers a budget ensuring that operating expenses and contracts for services are sustained.

• Oversees biosecurity programs to prevent the introduction and spread of aquatic invasive species and fish pathogens that could threaten hatchery operations and fish populations statewide.

• Ensures compliance with U.S. Food and Drug Administration (FDA) regulatory controls on the use of drugs and chemicals on food fish, including participation in the FDA Investigational New Animal Drug Program.

• Ensures state fish hatcheries comply with environmental regulations, including National Pollutant Discharge Elimination System (NPDES) discharge permits, to avoid violations and protect water quality.

• Ensures statewide fish hatchery infrastructure needs and related funding requirements are addressed, develops project scopes, reviews design and bid specifications, and coordinates with the Department of General Services staff, contractors, and Commission staff to avoid disruptions to fish production operations.

• Promotes safety programs, monitors compliance with policies and regulations, investigates operational issues, and ensures facilities and staff operate professionally and responsibly.

• Directs the exchange of fish and fish eggs with federal and state agencies and cooperative nurseries.

• Directs support services for hatcheries operated by sporting groups and other sponsors in the Cooperative Nursery Program.

• Represents the agency at meetings with government organizations, technical organizations, aquaculture communities, and sporting groups.

• Serves as the agency’s administrative and technical expert regarding trout and warm and cool water fish propagation and distribution.

• Operates motor vehicles.

• Travels statewide to fish production sites.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of fish production techniques, hatchery operations, fish health, and aquatic invasive species management.

• Knowledge of environmental regulations, including National Pollutant Discharge Elimination System (NPDES) permit requirements and compliance procedures.

• Knowledge of the principles and practices of budgeting and procurement.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to coordinate statewide fish production and infrastructure projects.

• Ability to analyze financial, production, and environmental data.

• Ability to operate motor vehicles.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Fisheries Biologist 4, PFBC (Commonwealth title);

or

• One year as a Regional Fish Production Manager (Commonwealth title);

or

• Three years of professional experience in fisheries biology, aquatic biology, aquatic ecology, fish culture, or a closely related field, that includes two years of supervisory experience; and a master’s degree in fisheries biology, aquatic biology, aquatic ecology, fish culture, or a closely related field;

or

• An equivalent combination of experience and training that includes two years of professional supervisory experience in fisheries biology, aquatic biology, aquatic ecology, fish culture, or a closely related field.

SPECIAL REQUIREMENTS:

• This position requires possession of an active motor vehicle license.
