DIRECTOR OF FISH PRODUCTION

DEFINITION: This is administrative and professional work in planning and directing fish production, distribution and services for all state fish hatcheries operated by Pennsylvania Fish and Boat Commission and directing support services for hatcheries operated by sporting groups and other sponsors in the Cooperative Nursery Program.

The employee in this job is responsible for managing the North and South regions of fish production and fish production services. Work involves developing operating procedures across all hatcheries to establish and maintain continuity of operations and ensuring production and distribution goals are established and met. Supervision is exercised over managerial staff. Work is assigned in the form of broad program goals and through the approval of annual operating plans and is performed with a high degree of independence and latitude for technical and administrative judgment. Work is reviewed by an administrative supervisor through conferences and reports for attainment of objectives and results.

EXAMPLES OF WORK: Manages fish production and fish production services by ensuring continuity of operations among all fish hatcheries.

Establishes and implements a comprehensive fish production, fish production services, and fish distribution plan for all state fish hatcheries.

Develops and administers a budget ensuring that operating expenses and contracts for services are sustained.

Examines and refines operating procedures to eliminate wasted resources and establish more efficient and effective operations to control production costs.

Allocates resources to fish production regions and fish production services, to enable production goals to be met.

Directs specialized research projects.

Directs the development and maintenance of standard operating procedures for water supply, fish production, waste management and fish distribution.

Directs the development and management of contracts for goods and services including fish feed.

Develops and coordinates with Bureau of Engineering and Development the implementation of hatchery infrastructure maintenance and improvement initiatives.

Directs the management of wastes generated from the fish production process to ensure compliance with National Pollution Discharge Eliminate System (NPDES) permits.

Ensures compliance with U.S. Food and Drug Administration regulatory controls on the use of drugs and chemical on food fish including participation in FDA Investigational New Animal Drug Programs.

Develops periodic reports on fish production inventory.

Presents production report information to Senior Administrators, Commissioners, staff, the public, other agencies, and regulators.

Directs the exchange of fish and fish eggs with Federal and other state agencies and Cooperative Nurseries.

Directs the development and implementation of training programs.

Presents fish production programs to various groups such as the Federation of Sportsmen’s Clubs, Unified Sportsmen, and American Fisheries Society.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs other related duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of techniques and procedures used in fish production, hatchery operations and fish distribution.

Knowledge of the life habits and environmental requirements of cultured fishes.

Knowledge of the operation and maintenance of fish hatcheries.

Knowledge of types and amounts of food required for rearing fish.

Knowledge of state and federal laws and policies relating to fisheries management.

Knowledge of the state budgeting and purchasing procedures and financial analysis techniques as related to the fish production program.

Knowledge of common fish bacterial, viral, and parasitic diseases and methods of control and prevention.

Ability to plan, direct, and coordinate fish production operations.

Ability to optimize fish production and distribution among geographically dispersed state fish hatcheries.

Ability to prepare budget requests for fish production programs and to analyze and control expenditures.

Ability to prepare statistical summaries of fish production and perform statistical analysis of fish production results.

Ability to analyze and prepare technical reports that include a graphical representation of production processes and recommendations to improve fish production.

Ability to apply the principles of effective supervision and management.

Ability to establish and maintain effective, harmonious working relationships with administrators, peers, subordinates, associates, state and Federal officials, fish production regulators, and the public.

Ability to express ideas clearly and concisely in oral, written, and graphic form.

Ability to travel to statewide fish production sites.

MINIMUM EXPERIENCE AND TRAINING: One year as a Fisheries Biologist 4;

                                                                                                                                                                  or

One year as a Regional Fish Production Manager;

                                                                                                                                                                  or

Three years of professional experience in fisheries biology, aquatic biology, aquatic ecology, fish culture or closely related field, two of which must have been in an administrative or supervisory capacity; and a master’s degree in fisheries biology, aquatic biology, aquatic ecology, fish culture or closely related field. A doctoral degree in fisheries biology, aquatic biology, aquatic ecology, fish culture or closely related field may be substituted for two years of required professional experience;

or

An equivalent combination of experience and training.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid driver’s license.
