JOB TITLE: DIRECTOR, BUREAU OF WILDLIFE MANAGEMENT, GAME COMMISSION

JOB CODE: 62150

DEFINITION: This is advanced professional and managerial work directing the Bureau of Wildlife Management in the Pennsylvania Game Commission.

The employee in this job plans, directs, and coordinates through subordinate managers the statewide wildlife management, wildlife research, wildlife health, wildlife damage management, wildlife propagation, and wildlife services programs for game, nongame, and endangered species. Work involves developing goals, objectives, and priorities for the agency’s wildlife management program; developing and implementing rules, regulations, policies, procedures, standards, and guidelines for program operations; managing and providing oversight to the implementation of wildlife research; preparing budget requests to support wildlife management program activities and approving expenditures; providing annual recommendations on hunting and furtaking seasons and bag limits; making final technical determinations in the development and implementation of program areas; reviewing and providing recommendations for new and proposed legislation; and representing the bureau and agency in consultations with other agencies and organizations on wildlife conservation and management programs. Work is assigned by the Deputy Executive Director, Game Commission or executive-level personnel in the form of goals and objectives. Work is reviewed by the Deputy Executive Director through reports and conferences for adherence to laws, regulations, policies, and procedures, and attainment of program goals and objectives, completeness, and overall program quality.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Directs, through subordinate managers, the planning, development, implementation, coordination, and evaluation of the statewide wildlife management, wildlife research, wildlife health, wildlife damage management, wildlife propagation, and wildlife services programs.

• Supervises division chiefs responsible for game mammal, game bird, wildlife diversity, and wildlife services programs at a statewide level.

• Recommends changes in law, regulations, policies, and operating procedures affecting wildlife species and their management.

• Recommends hunting and furtaking seasons and bag limits.

• Prepares budget and rebudget requests for the Bureau of Wildlife Management and approves wildlife management expenditures.

• Directs the coordination and administration of wildlife research and management projects funded with federal grant program funds.

• Reviews and approves grant proposals in support of wildlife research and management.

• Reviews and analyzes plans, reports, and recommendations for work being performed, program trends, and effectiveness.

• Interprets rules, regulations, policies, procedures, standards, and guidelines of the agency or program.

• Communicates and exchanges wildlife program activity information with other agency programs and other state and federal agencies.

• Provides guidance to bureau staff on atypical, complex, sensitive, and precedent-setting problems.

• Reviews and provides recommendations to the Deputy Executive Director for new and proposed legislation impacting the wildlife management program.

• Advises the Commissioners and executive staff on technical wildlife management, research, and service issues.

• Serves as agency representative on boards, councils, and advisory and steering committees and in meetings with federal and other Commonwealth agencies.

• Advises and confers with governmental agencies, industrial organizations, conservation groups, sportsmen organizations, and the public on wildlife problems.

• Conducts and moderates public meetings and hearings concerning bureau activities, plans, policies, and programs.

• Conducts presentations to various groups such as sportsmen and conservation organizations, schools, civic groups, professional organizations, legislators, media, and the public on wildlife management issues.

• Provides testimony at various hearings, administrative, and legal proceedings on wildlife management and conservation matters.

• Operates motor vehicles to travel to various meetings, game lands, and other work related sites.

• The employee in this job may participate in subordinates’ work consistent with operational and organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the ecology, life histories, and habitat requirements of wild birds and mammals.

• Knowledge of mathematical and statistical methods and data handling and analysis methods used in wildlife management.

• Knowledge of the proper use and application of equipment used in wildlife research and management programs.

• Knowledge of laws, rules, and regulations governing wildlife programs.

• Knowledge of the principles and practices of effective supervision.

• Knowledge of effective strategic planning practices to promote program efficiencies and efficacy.

• Ability to evaluate statewide wildlife research or management programs.

• Ability to evaluate wildlife research proposals and study plans.

• Ability to read, analyze, and interpret scientific wildlife data and reports.

• Ability to operate a motor vehicle.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be evaluated by the State Civil Service Commission or used for Civil Service examination purposes and are not position-specific performance standards.):

• Knowledge of the principles and practices of wildlife biology and ecology used in wildlife management, wildlife research, wildlife monitoring, wildlife habitat enhancement, wildlife damage management, wildlife disease programs, wildlife propagation, and wildlife recreational activities.

• Knowledge of management techniques used to integrate efforts of the Bureau of Wildlife Management with other bureaus and regions.

• Ability to plan work programs and projects and to integrate the various areas of wildlife management with those of other agency programs and other state and federal programs.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Two years of experience as a Wildlife Management Program Chief;

or

• Four years as a Wildlife Biologist 3;

or

• Six years of professional wildlife management experience including four years in a supervisory capacity, and a master’s degree in wildlife ecology, wildlife management, wildlife biology, or a closely related natural resource science field.

SPECIAL REQUIREMENT:

• This position requires possession of an active PA non-commercial Class C driver’s license or equivalent.
