JOB TITLE: DIRECTOR, BUREAU OF BOATING, PFBC

JOB CODE: 64760

DEFINITION: This is professional managerial work directing the statewide boating, boating safety, water safety and rescue, and marina management and services programs of the Pennsylvania Fish and Boat Commission (PFBC).

The employee in this job is responsible for planning, directing, and coordinating statewide programs for boating law administration, boating safety, water safety and rescue, waterways access, and marina management services for the PFBC. Work involves recommending, developing, and implementing program regulations, policies, procedures, and objectives; and reviewing or recommending legislative initiatives concerning the safety of boaters and water emergency response personnel. An important aspect of this work involves serving as the principal advisor to the Executive Director, the commissioners, and the Boating Advisory Board on all matters pertaining to boating safety, water rescue, and waterways access. Work also includes supervising professional, technical, and clerical staff through subordinate managers. Work is reviewed by the Director of Field Operations for the achievement of program goals and the efficiency and effectiveness of operations.

• Plans, organizes, directs, and coordinates the statewide boating safety and water safety programs for the PFBC.

• Directs the development of comprehensive boating laws and regulations that enhance the safety and recreational enjoyment of the commonwealth’s boaters.

• Advises and confers with boating, conservation, and participant organizations, governmental agencies, and the public on boating, boating safety, and waterways safety and access matters.

• Reviews and evaluates legislative proposals to determine impacts on the commission and the angling and boating public.

• Recommends changes in legislation to make state and federal laws compatible with and responsive to public needs.

• Prepares agenda items for commission action regarding setting policy and promulgating regulations.

• Oversees the development and administration of a statewide water rescue training and certification program.

• Oversee the review and analysis of investigative reports of recreational boating accidents.

• Prepares budget proposals and financial reports for all assigned programs.

• Oversees the development of grant applications, work plans, formal agreements, and performance reports for submission to federal agencies in support of the commission’s boating safety education programs, water safety programs, and waterways access programs.

• Serves as the State Boating Law Administrator with responsibility for the administration of recreational boating safety programs.

• Serves as the liaison with U.S. Coast Guard and other state boating law officials, interprets and applies U.S. Coast Guard vessel and boating determinations, and ensures that state boating regulations and policies remain consistent with federal requirements.

• Serves as secretary and an ex officio member of the Boating Advisory Board.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of boating and boating safety.

• Knowledge of state and federal boating laws and regulations.

• Knowledge of inland waterways navigation principles.

• Knowledge of water and ice safety rescue techniques.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Four years of professional experience administering boating safety programs, water safety and rescue programs, or boating and aquatic education and outreach programs.
