EXECUTIVE DIRECTOR, PA FISH AND BOAT COMMISSION

DEFINITION: This is highly responsible administrative work as the Chief Executive Officer of the Pennsylvania Fish and Boat Commission.

The employee in this class is responsible for planning, directing and coordinating all activities of the Pennsylvania Fish and Boat Commission including land and water acquisition, information and education, fisheries propagation, fisheries management, fisheries research, environmental services, engineering development and maintenance, law enforcement, boating safety, and administrative services. Work involves interpreting policies and practices of the agency, evaluating the effectiveness of programs and determining agency goals and objectives, and serving as the principal advisor to the Commission. Work also involves representing the agency before executive and legislative officials; sportsmen, conservation, and boating organizations; and the general public. Work is performed with a high degree of independent judgment within the scope of Commission policy. Work is reviewed by the Commission for attainment of goals and objectives.

EXAMPLES OF WORK: Plans, directs and coordinates the overall operation and management of the Pennsylvania Fish and Boat Commission.

Serves as principal advisor to the Commission on all matters affecting the agency.

Organizes Commonwealth's resources to most effectively meet the goals and objectives of the agency.

Develops and recommends changes to the Commission in policies and regulations and advises the Commission on major problems affecting the operation of the agency.

Evaluates the effectiveness of programs and makes appropriate changes.

Determines work priority, establishes goals, reviews and evaluates work performance of subordinate employees.

Represents the Commission before executive and legislative officials of state and federal government; sportsmen, conservation, and boating organizations; and the general public.

Serves on the Environmental Quality Board, Atlantic States Marine Fisheries Commission, Mid Atlantic Fisheries Management Council, and Susquehanna River Anadromous Fish Restoration Committee, and Great Lake Fisheries Commission.

Acts as the Chief Law Enforcement Officer for the agency.

Interprets policies of the Commission and resolves major questions resulting from policies.

Coordinates agency programs with state and Federal agencies.

Employees in the class may participate in the performance of their subordinates' work consistent with operational and organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of public administration.

Knowledge of the basic principles and practices of fisheries biology and fish culture.

Knowledge of the basic principles and practices of fishing and boating.

Knowledge of state fish and boat laws and regulations.

Knowledge of the principles and practices of supervision.

Knowledge of the basic principles and practices of law enforcement and administration.

Ability to plan, organize, direct, and coordinate all agency programs and activities.

Ability to express ideas clearly and concisely in oral, written and graphic form.

Ability to establish and maintain effective working relationships with government officials, fishing, boat, and conservation organizations, and the general public.
