DEPUTY EXECUTIVE DIRECTOR, GAME COMMISSION

DEFINITION: This is highly responsible administrative and professional work in assisting in planning and directing the statewide wildlife management program for the Pennsylvania Game Commission.

The employee in this class has primary responsibility for assisting the director in planning, directing, executing and coordinating all activities of the Commonwealth's wildlife management program, for relieving the director of administrative and supervisory details, and for acting with full responsibility during his absence. This employee is responsible for coordinating and supervising all staff functions. Work involves responsibility for assisting in the development and direction of the operations of the Commission in such a manner that the best interests of wildlife, sportsmen and public are considered, and utilizing and protecting wildlife as one of our most valuable resources. The employee is responsible for maintaining effective working relationships with other state, Federal, and private agencies. The employee is responsible for maintaining procedures for the day-to-day administration and management of the agency. Supervision is exercised over subordinate administrative, technical, and clerical employees. Work is subject to the general direction of the director and is reviewed through
conferences and reports.

EXAMPLES OF WORK: Directs and coordinates through supervisory staff, the operational functions of the Commission.

Assists in planning, organizing, directing, and coordinating operations of the Pennsylvania Game Commission.

Assists in evaluating and determining the internal organization of the Commission so as to assure optimum use of available resources in achieving program objectives, and stimulates and guides the activities of principal subordinates.

Assists in determining the general content and emphasis of policy recommendations to the Game Commission; prepares drafts of proposed rules, regulations, and procedures.

Assists in interpreting the operational problems and practices of the Commission and representing its needs and experience in working with other state and Federal agencies.

Assists in representing the Commission with executive and legislative officials of the Commonwealth.

Prepares special operating reports of an administrative nature and conducts studies in the analysis and evaluation of Commission problems, and keeps the Executive Director informed accordingly.

Speaks to interested individuals, groups, and the public to explain organizational goals and engender support for programs of the Commission.

Assists in the supervision of a professional, technical, and clerical staff.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of and current developments in wildlife management.

Knowledge of the principles and practices of public administration.

Knowledge of Federal and state laws, policies and practices that apply to wildlife.

Ability to develop and implement administrative procedures and operations and evaluate their efficiency.

Ability to exercise judgment and discretion in applying and interpreting policies and procedures.

Ability to express ideas clearly and concisely, orally and in writing.

Ability to establish and maintain effective working relationships with the Executive Director, subordinates, other administrative officials, and the public.

MINIMUM EXPERIENCE AND TRAINING: Five years of progressively responsible administrative management or staff experience, including three years of experience in directing and managing a major function within a conservation agency and a bachelor's degree in wildlife management, biology, public administration, or a closely related field. Appropriate training and experience may be substituted for these requirements except the three years of experience in directing and managing a major function within a conservation agency.
