EXECUTIVE DIRECTOR, GAME COMMISSION

DEFINITION: This is highly responsible administrative and professional work in planning and directing the statewide wildlife management program for the Pennsylvania Game Commission.

The employee in this job is the chief executive officer for the Pennsylvania Game Commission and is responsible for planning, directing, executing, and coordinating all activities of the Commonwealth's wildlife management program. Work involves responsibility for assuming the leadership in the development and direction of the operations of the Commission in such a manner that the best interests of the Commonwealth's wildlife, sportsmen and public are considered and utilizing and protecting wildlife as one of our most valuable renewable resources. The employee is responsible for establishing and maintaining effective working relationships with other state agencies and with appropriate Federal and private agencies. Work also involves assisting the members of the Commission to identify and delineate priorities for their consideration and to provide data on and prepare reports and recommendations concerning such matters as proposals and programs for consideration, the nature and availability of resources needed, sources of funding, and the identification of current programs. In addition, the employee is responsible for developing procedures for the day-to-day administration and management of the agency to achieve the stated objectives and priorities. This position reports to the Board of Commissioners who set policy and oversee Commission operations. Work is performed with a high degree of independent judgment within the framework of policies established by the Pennsylvania Game Commission and is reviewed for adherence to policies and objectives of the Commission.

EXAMPLES OF WORK: Plans, organizes, directs and evaluates the operations in accordance with Commission policies and objectives to include administrative, budgetary, law enforcement, game management, land management and public information [and education] operations within the agency.

Evaluates and determines the internal organization of the agency to assure optimum use of available resources in achieving programs goals.

Determines the general content and emphasis of policy recommendations for the Pennsylvania Game Commission.

Directs the preparation of and reviews drafts of proposed rules and regulations.

Interprets the operational programs and practices of the Commission.

Maintains contacts and working relationships with members of the legislature, other state agencies, Federal agencies, private organizations and individuals involved or concerned with the operations of the Pennsylvania Game Commission.

Establishes and monitors Commission efforts and activities to include work processes, time frames and schedules and meeting deadlines necessary for their implementation.

Speaks to interested individuals, groups and the public to explain organizational goals and engender support for the programs of the Commission.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of and current developments in wildlife management.

Knowledge of the principles and practices of public administration.

Knowledge of Federal and state laws, policies, and procedures that apply to wildlife.

Ability to establish and maintain effective working relationships with administrative and program officials, committees, staff, and the public.

Ability to exercise effective administrative and technical supervision over a large group of professional, technical, and clerical employees.

Ability to develop and implement complex administrative procedures and operations and evaluate their efficiency.

Ability to exercise judgment and discretion in applying and interpreting policies and procedures.

Ability to express ideas clearly and concisely, orally and in writing.

Ability to establish and maintain effective working relationships with subordinates, other administrative officials, and the public.

MINIMUM EXPERIENCE AND TRAINING: Eight years of progressively responsible administrative management or staff experience, including five years of experience in directing and managing a major function within a conservation agency and a bachelor's degree in wildlife management, biology, public administration, business administration or a closely related field. Appropriate training and experience may be substituted for these requirements.
