REGULATORY ENFORCEMENT INSPECTOR SUPERVISOR

DEFINITION:

This is supervisory work involving field inspections to determine compliance with the laws, rules and regulations governing various professions, occupations, commissions, and registrants regulated by and under the jurisdiction of the Secretary of the Commonwealth.

An employee in this job supervises, assigns, and directs the conduct of inspections of businesses, health care practices and other entities through observation, interviews, fact gathering, reviewing documents, collecting samples and conducting tests of substances. Work involves analyzing incoming information and needs, establishing priorities and providing guidance to staff regarding field inspections and the application of laws, rules, and regulations governing various professions, occupations, commissioners and registrants under the authority of the Secretary of the Commonwealth. Work involves supervising the performance of limited investigative support activities to ensure compliance with the Acts, rules, regulations, policies, and standards of practice of certain Boards and Commissions within the Department of State, providing guidance to inspectors and assisting with complex or unusual assignments and resolving personnel and labor relations issues. Work may include travel and participation in sensitive or large-scale inspections requiring coordination with other law enforcement agencies. Work is performed with considerable independence and is reviewed by a Regional Director, Bureau of Enforcement and Investigation or an administrative superior for effectiveness and sound judgment through the review of reports and recommendations and staff conferences.

EXAMPLES OF WORK:

Supervises inspectors performing inspections of businesses, health care practices and other entities through observation, interviews, fact gathering, reviewing documents, collecting samples and conducting tests of substances to ensure compliance with the Acts, rules, regulations, policies, and standards of practice of certain Boards and Commissions within the Department of State.

Supervises inspectors performing limited investigative support activities such as obtaining evidentiary records, executing service of legal documents, and posing as a consumer in support of undercover
investigations.

Evaluates employee’s itineraries, activity reports, travel vouchers, completed assignments, and other related documents to ensure work is performed according to program goals and objectives.

Travels to work sites to conduct inspections and train staff.

Prepares reports on program initiatives and program progress.

Testifies at formal and informal administrative hearings and appears as a witness for the State in formal judicial proceedings.

Performs the full range of supervisory duties. Employees in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Knowledge of the principles and methods of inspections and regulatory compliance work.

Knowledge of inspection methods including techniques of observation, interviewing, fact gathering, and comparing findings to established standards.

Knowledge of the principles of employee supervision.

Knowledge of the principles and procedures involved in presenting testimony at formal and informal hearings.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING:

Two years as a Regulatory Enforcement Inspector, Mortuary Inspector, Drug Program Specialist 1, or Professional Conduct Investigator 1;

                                                                                                                                             or

Five years of experience conducting inspections for compliance with rules and regulations and reporting related facts;

                                                                                                                                             or

Three years of experience conducting inspections for compliance with rules and regulations and reporting related facts and an associate’s degree.

An equivalent combination of experience and training which included three years of experience involving inspection for compliance with rules and regulations and reporting related facts.
