JOB TITLE: DIRECTOR, BUREAU OF LABOR LAW COMPLIANCE, L&I

DEFINITION: This is responsible administrative work directing the promotion and enforcement of compliance with Pennsylvania labor laws and associated regulations in the Department of Labor and Industry.
The employee in this job plans, coordinates, and directs a statewide program to secure and enforce compliance with a variety of state labor laws and other standards governing the Pennsylvania labor force. Work involves supervising central and regional office administrative, investigative, and clerical staff; developing and implementing policies and procedures for statewide investigative and enforcement activities essential to securing compliance; and coordinating agency functions with federal, state, or local agencies. Work includes consulting with federal agencies, labor and management representatives, and awarding authorities, and making recommendations concerning proposals for new or revised state laws, regulations, and training programs. Work is performed within the broad framework of existing laws, regulations, and policies and is subject to general review and oversight by the Deputy Secretary for Safety and Labor-Management Relations through conferences and evaluation of reports.

• Develops and implements policies and procedures to administer a statewide program of investigation, enforcement, and public information to secure compliance with state laws governing child labor, minimum wages, prevailing wages, industrial homework, wage payment and collection, equal pay, medical payment, seasonal farm labor, and other standards governing the labor force.
• Directs the overall operations in central office and regional offices throughout the state.
• Plans and directs research projects in compiling data on working conditions, wages, and other matters related to labor standards.
• Coordinates activities and establishes and maintains working relationships with federal agencies, labor, management, awarding authorities, and other private and public agencies and stakeholders at all levels of government.
• Coordinates the enforcement of labor laws to maintain consistent, equitable, and reasonable standards of investigation and prosecution.
• Reviews, evaluates, and participates in drafting new or revised laws and regulations.
• Compiles and justifies annual budget requests and administers approved allocations.
• Plans and implements changes to improve organizational structures, methods, and procedures of the agency.
• Plans and directs a program of public information, including production of a variety of publications to promote understanding and support of standards related to labor laws and compliance.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the laws, regulations, and policies related to labor and wage enforcement.
• Knowledge of the principles and practices of public administration.
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to analyze, interpret, and apply labor laws, regulations, and standards.
• Ability to analyze and interpret program data.
• Ability to prepare and present reports with findings and recommendations.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Six years of administrative experience, including two years of supervisory labor law enforcement work, and a bachelor's degree;
or
• An equivalent combination of experience and training that includes two years of supervisory labor law enforcement work.
