WORKERS' COMPENSATION DIRECTOR

DEFINITION: This is responsible work in the administration and enforcement of the Workers' Compensation and Occupational Disease Laws within the Department of Labor and Industry.

The employee in this class is responsible for planning, coordinating, and directing the operation of the Bureau of Workers' Compensation. Work involves developing general operational policies and procedures; and directing the operation of Medical Cost Containment, Health and Safety, Self Insurance, Compliance, Claims Processing and Management Programs, and Support Operations in order to administer and enforce the provisions of the Workers' Compensation Law. Work also includes providing general direction to administrative, professional, technical, and clerical employees. Work is performed within the broad framework of existing laws, regulations, and policies, and is subject to general review by the Deputy Secretary for Compensation and Insurance through conferences and an evaluation of reports.

EXAMPLES OF WORK: Directs operations concerning the administration and enforcement of the Workers' Compensation Act.

Evaluates operations involving organizational structure, methods and procedures.

Implements changes to reporting, processing, and enforcement operations.

Directs the establishment and maintenance of employers' safety and health programs for employees.

Directs the development and maintenance of a self-insurance program for determining employers' ability to provide for their own insurance coverage for the payment of claims.

Directs the establishment and maintenance of a program for the containment of medical costs for Workers' Compensation medical benefits.

Directs the establishment and maintenance of a program for the certification of Utilization Review Organizations and Coordinated Care Organizations.

Directs central office in the administration and enforcement of the Workers' Compensation Act.

Reviews changes to current, proposed, and pending legislation.

Makes recommendations for legislative changes.

Promotes the provisions of the Workers' Compensation and Occupational Disease Laws.

Maintains working relationships with individuals and organizations associated with the Workers' Compensation system.

Performs the full range of supervisory duties.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the laws, regulations, policies, and inter-related activities of other bureaus and agencies concerned with Workers' Compensation.

Knowledge of Workers' Compensation Law management principles and practices.

Knowledge of the principles and practices of public administration.

Ability to plan, direct, and evaluate the Workers' Compensation programs.

Ability to direct and supervise a staff of administrative, professional, technical, and clerical employees.

Ability to organize and assign work.

Ability to evaluate the performance and prepare performance evaluation reports of subordinate staff.

Ability to prepare and revise legislation, rules, and regulations to insure effective operation of the Workers' Compensation programs.

Ability to establish and maintain effective working relationships with subordinate employees, governmental and non-governmental officials, and the public.

Ability to express ideas clearly and concisely, orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Six years of administrative experience, including three years in the field of Workers' Compensation; and a bachelor's degree;
