WORKERS' COMPENSATION REPORT PROCESSING AND AUDIT SECTION SUPERVISOR

DEFINITION: This is professional and supervisory work directing staff in the evaluation and auditing of accident and illness prevention programs including service provider qualifications for insurers and self-insured employers throughout the state.

The employee in this class directs and supervises Workers' Compensation Illness and Prevention Analysts and other support staff in the evaluation of insurer and self-insurer programs and employer workplace safety committees, and in conducting on-site audits for compliance with Workers' Compensation laws, policies and procedures. The employee implements evaluation and audit processes, monitors the consistency of process application by the analysts, and assigns/balances caseload. Work includes preparing detailed reports of findings, managing the exchange of program information both internally and externally, and preparing program quality and effectiveness recommendations for submission to the division chief. A significant aspect of this work involves interacting with members of the regulated community and developing recommendations and providing suggestions to improve accident and illness prevention programs and services. Supervision is exercised over Workers' Compensation Illness and Prevention Analysts and other administrative and clerical support staff. Work is performed under the general supervision of an administrative supervisor and evaluated through conferences, reports and the establishment and review of performance objectives.

EXAMPLES OF WORK: Reviews accident and illness prevention analyst reports of findings for accuracy and consistency of established procedures.

Participates with analysts in on-site audits of insurer and self-insurer accident and illness prevention programs and employer workplace safety committees.

Makes recommendations on the disposition of audits and inadequate ratings of insurers and self-insurers to the division chief for possible forwarding to the Chief of Self-Insurance; or through the bureau director, to the Pennsylvania Insurance Commissioner.

Maintains statistics on report findings and develops trend data for inclusion in or modification of report review and audit parameters.

Provides notification, advice, and assistance to insurers or self-insurers regarding requirements or deficiencies for reports when such issues cannot be resolved by analysts within specified time periods or the analyst is unable to obtain required information.

Recommends and implements changes or modifications in report processing and audit processes, procedures, or communications methods.

Authors specific correspondence and general communications to members of the regulated community.

Directs the day-to-day operation of the section and the activities of Workers' Compensation Illness and Prevention Analysts and other administrative and clerical staff. Assigns and reviews work, conducts performance evaluations, approves/disapproves leave, and resolves or refers for resolution employee grievances and disciplinary problems.

Participates in health and safety-related conferences, association meetings, and client meetings.

Participates in the work of subordinates consistent with operational or organizational requirements as necessary.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of safety and health provisions of the Workers' Compensation Act.

Knowledge of auditing principles and procedures.

Knowledge of the principles of industrial hygiene, industrial safety, and industrial health as related to industries operating in Pennsylvania.

Knowledge of operations and policies of insurance carriers, and self-insured employers relating to accident and illness prevention services and programs.

Ability to apply the principles and practices of effective supervision.

Ability to plan and direct the work of a professional, technical and clerical staff engaged in a statewide regulatory process.

Ability to analyze and interpret detailed and varied accident and illness prevention data regarding accident and illness program adequacy, work injury corrective measures, program evaluation techniques/measures, and qualifications of health and safety professionals.

Ability to establish and maintain effective working relationships with subordinates, associates, insurers, self-insurers and their representatives.

Ability to effectively communicate with members of the regulated community regarding the reporting/auditing process, requirements, and implementation of any necessary corrective actions.

MINIMUM EXPERIENCE AND TRAINING: Seven years of experience in safety and/or loss control work which involved evaluating industrial accidents and illnesses, and making recommendations concerning safety and health in the workplace;

Three years of experience in safety and/or loss control work which involved evaluating industrial accidents and illnesses, and making recommendations concerning safety and health in the workplace; and a bachelor's degree in industrial hygiene, industrial safety, or a closely related field;

Any equivalent combination of experience and training.
