JOB TITLE: WORKERS' COMPENSATION SELF INSURANCE CHIEF

DEFINITION: This is professional and administrative work directing a state-wide program for Pennsylvania employers to self-insure for coverage of their workers' compensation liability.
The employee in this job plans, develops, directs, and coordinates a state-wide certification and review program for Pennsylvania employers to operate as self-insured, either singly or in pools, under the Workers' Compensation Act. Work involves establishing financial standards for self-insurance; and directing the development and maintenance of standards and certification criteria for employers to self-insure or to form pools for self-insurance. Work includes directing a program to review the solvency of employers, determine their financial ability to pay potential workers' compensation liability, and establish and regulate the maintenance of conditions for employers to self-insure. Supervision is exercised over professional and clerical staff. Work is reviewed through reports and conferences for the attainment of overall goals and objectives.

• Plans, develops, directs, and coordinates a statewide certification and review program to ensure the ability of self-insuring employers to pay potential Workers' Compensation claims.
• Develops, implements, and maintains criteria for the certification of employers as self-insurers.
• Develops, implements, and maintains a program to receive, review, and evaluate detailed annual reports from group self-insurance and the renewal applications of individual self-insurers.
• Directs the investigation of reported defaults by self-insurers on their Workers' Compensation liability and initiates appropriate action, including the use of security to pay defaulted claims.
• Directs the establishment and maintenance of a guaranty fund to ensure the injured employees of bankrupt and/or defunct self-insured employers or self-insured employer pools maintain workers' compensation benefits.
• Conducts conferences to permit self-insurance applicants to submit evidence of financial ability to self-insure or to rebut conclusions of initial application decisions.
• Approves or denies requests of self-insurance groups to pay dividends to members from surplus contributions.
• Develops and applies standards relating to requirements for self-insurance.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the self-insurance provisions of the Workers' Compensation Act and applicable rules and regulations.
• Knowledge of Workers’ Compensation program principles and practices.
• Knowledge of the principles and practices of insurance underwriting.
• Knowledge of the nature and uses of surety, excess insurance, and other forms of security.
• Knowledge of the principles and practices of public administration.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to interpret and apply policies, procedures, and regulations.
• Ability to present technical reports.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Four years of professional experience in the field of insurance underwriting, insurance claims administration, or self-insurance program management which includes two years of experience in workers' compensation, and a bachelor's degree;
or
• An equivalent combination of experience and training which includes two years of experience in worker’s compensation.
