JOB TITLE: MANAGER, RACETRACK COMMISSON OFFICE

JOB CODE: 70191

DEFINITION: This is administrative work in directing and coordinating the licensing, investigation, and enforcement program at a Thoroughbred Horse Racing or Standardbred Horse Racing Commission track.

An employee in this job is responsible for ensuring that all rules, regulations, policies, and procedures are followed as directed by the State Horse Racing Commission. Supervision is exercised over commonwealth employees involved in the licensing and testing of owners, trainers, jockeys, drivers, and horses and directing the activities of stewards, judges, veterinarians, support staff, security, and enforcement personnel. Work includes ensuring that racing is being conducted in accordance with state regulations; overseeing the release of purse monies in coordination with racing association staff; and coordinating the investigation of positive drug tests, searches, rule violations, and complaints with the Director of Racing Enforcement. Work also involves close coordination with track officials and other parties with an interest in maintaining the integrity of racing programs in accordance with rules and regulations established by the State Horse Racing Commission. Work is performed with considerable independence under the direction of a Director of Horse Racing through written and oral reports and an evaluation of program effectiveness and conformance with established regulations and policies.

Plans, organizes, and directs racetrack commission activities and staff in accordance with the rules, regulations, policies, and procedures established by the Commission and the Department of Agriculture.

Ensures that rules and regulations are enforced in the licensing of horse owners, trainers, jockeys, drivers, and other related personnel at on-track or off-track wagering locations.

Provides information and interprets the Commission's rules and regulations for harness/horse racing industry organizations or the public.

Reviews license applications and related reports provided by investigators or clerical staff.

Meets with the Director of Racing Enforcement and investigative staff to review alleged violations of the Commission's rules and regulations.

Oversees and coordinates the administration of the written and practical tests given to horse trainers.

Oversees and ensures coordination between security officers and special investigator staff.

Maintains a working relationship with track officials and racing associations.

Holds periodic meetings with stewards, judges, and veterinarians to discuss personnel, track operations, and other matters.

Prepares and submits various reports.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the rules, regulations, and laws pertaining to harness/horse racing.

Knowledge of general harness/horse racing operations.

Knowledge of security and investigative procedures at a harness/horse racing track.

Ability to analyze and interpret written information.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES (NOTE: These are expected of an employee performing the work of this job at the full performance level. Knowledge of Pennsylvania harness/horse racing operations.

Ability to maintain racing integrity by following rules, regulations, and laws pertaining to harness/horse racing.

Ability to gather and analyze facts for devising solutions to problems and making recommendations for improvement.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

Four years of experience as a racing official or manager within the harness/horse racing industry, and a bachelor's degree in business or management;
