REGIONAL DIRECTOR, BUREAU OF ENFORCEMENT AND
INVESTIGATION

DEFINITION:

This is responsible administrative and managerial work directing a program of investigations and inspections in a regional office of the Bureau of Enforcement and Investigation in the Department of State.

An employee in this job is responsible for managing the operation of a regional office of the Bureau of Enforcement and Investigation in a specific geographic area of the state. Work involves planning and directing the enforcement of the standards of conduct, laws, rules, and regulations governing various professions, occupations, businesses, commissioners, and activities regulated under the authority of the Secretary of the Commonwealth. Work includes managing, through subordinate supervisors, a staff of Regulatory Enforcement Inspectors, Pharmacy Inspectors, Mortuary Inspectors, Professional Conduct Investigators, and a staff of support personnel. Work involves establishing and maintaining policies and procedures for the regional office and ensuring a flow of work assignments and documents to and from central office. Work may include travel and participation in sensitive or complex investigations. Work is reviewed by the Director of the Bureau of Enforcement and Investigation through periodic conferences and review of written reports.

EXAMPLES OF WORK:

Plans, organizes, and directs the operation of a regional office of the Bureau of Enforcement and Investigation.

Manages, through subordinate supervisors, a staff of Professional Conduct Investigator Supervisors and Regulatory Enforcement Inspector Supervisors in carrying out the investigative and inspection activities in a geographical region of the State.

Analyzes incoming information and needs, establishes priorities and provides guidance to staff regarding field investigations and inspections and the application of laws, rules and regulations governing various professions, occupations, boards and commissioners under the authority of the Secretary of the Commonwealth.

Develops effective relationships and maintains liaison with other law enforcement agencies within their territories.

Oversees and monitors the computer tracking system at the regional level and recommends changes as necessary.

Compiles statistical reports for the Director of the Bureau of Enforcement and Investigation on the monthly activities of the regional office and on other information, as requested.

Provides guidance to subordinate supervisors, inspectors and investigators in an instructional capacity and may assist with complex or unusual cases.

Testifies at formal and informal hearings and appears as a witness for the state in formal judicial proceedings.

Reviews monthly expense vouchers of field personnel for accuracy, conformance to regulations, and comparison with daily activity reports.

Travels to and from worksites, as necessary.

Performs the full range of supervisory duties.

Employees in this class may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of methods and techniques of investigation.

Knowledge of investigation liaison responsibilities with local law enforcement authorities and courts.

Knowledge of investigative interviewing practices and techniques.

Knowledge of legal procedures involved in investigations, including rules of evidence, discovery, and subpoena.

Knowledge of the general legal principles of entrapment and civil liberties.

Knowledge of the principles of employee supervision.

Knowledge of the principles and procedures involved in presenting testimony at formal and informal hearings.

Knowledge of administrative procedures.

Ability to read and interpret written material.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING:

Two years as a Professional Conduct Investigator Supervisor;

                                                                                                                                               or

Ten years of investigative experience involving the development and presentation of evidence regarding violations or alleged violations of rules and regulations, which includes two years of supervisory experience;

                                                                                                                                              or

Six years of investigative experience involving the development and presentation of evidence regarding violations or alleged violations of rules and regulations that includes two years of supervisory experience and a bachelor’s degree;

                                                                                                                                              or

An equivalent combination of experience and training that includes two years experience supervising investigative activities.
