JOB TITLE: DEPUTY DIRECTOR OF FIELD INVESTIGATIONS, STATE

JOB CODE: 70313

DEFINITION: This is responsible administrative and managerial work directing all regional offices in the investigation and inspection of licensees and activities regulated by the Department of State.

The employee in this job is responsible for assisting the director in planning, directing, coordinating, and monitoring the operation of the regional offices of the Bureau of Enforcement and Investigation. Work involves planning and directing the enforcement of laws, regulations, and standards of conduct governing various professions, occupations, businesses, commissioners, and activities regulated under the authority of the Secretary of the Commonwealth. Work includes supervising the Bureau of Enforcement and Investigation regional directors; establishing and administering investigative policies and procedures; assisting in the development of and changes to laws and regulations; and providing training and guidance to employees on changes to policies and procedures of the Bureau of Enforcement and Investigation. Work includes representing the bureau in meetings, hearings, and public forums; assisting the director by participating in policy decisions relative to the expansion of enforcement and investigative functions within the department; developing policies regarding enforcement and investigation in program areas; implementing policy changes; and recommending statutory and regulatory changes. Work is reviewed by the director through periodic conferences and review of written reports.

• Plans, organizes, and directs the operation of the regional offices in the Bureau of Enforcement and Investigation.

• Monitors progress of investigations and provides guidance and assistance.

• Reviews reports from regional directors for completeness and required information.

• Monitors cases for progress and content and ensures changes in the investigative process to facilitate prompt disposition and increased case quality.

• Establishes and maintains effective working relationships with the department's legal office, bureaus, and support offices.

• Develops effective relationships and maintains liaison with other law enforcement agencies.

• Recommends and coordinates changes in the computer tracking system.

• Compiles statistical reports for the director on activities of the regional offices.

• Develops or recommends changes to laws, regulations, policies, and procedures relative to the regional offices in the Bureau of Enforcement and Investigation.

• Interprets laws, regulations, policies, procedures, and program objectives of the organization.

• Represents the bureau on behalf of the director in meetings, hearings, and public forums.

• Testifies at formal and informal board hearings and appears as a witness for the commonwealth in formal judicial proceedings.

• Conducts special investigations at the request of the director.

• Provides technical assistance to regional directors and assists with complex or unusual cases.

• Travels to and from worksites, as necessary.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the methods, practices, and techniques of investigation.

• Knowledge of investigation liaison responsibilities with local law enforcement authorities and courts.

• Knowledge of legal procedures involved in investigations, including rules of evidence, discovery, and subpoena.

• Knowledge of the general legal principles of entrapment and civil liberties.

• Knowledge of the principles and procedures involved in presenting testimony at formal and informal hearings.

• Knowledge of the principles and practices of employee supervision.

• Ability to evaluate, analyze, and report information resulting from investigations.

• Ability to analyze, interpret, and apply laws and regulations.

• Ability to analyze and interpret data.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as a Regional Director, Bureau of Enforcement and Investigation (commonwealth title);

or

• Seven years of investigative experience involving the development and presentation of evidence regarding alleged violations of laws and regulations that includes three years of supervisory experience related to investigative activities, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes three years of supervisory experience related to investigative activities.
