STATE WORKERS' INSURANCE FUND UNDERWRITING MANAGER

DEFINITION: This is professional administrative and technical work directing the underwriting activities of the State Workers' Insurance Fund (SWIF).

The employee in this job is responsible for planning and directing the auditing and insurance policy development programs and reporting functions for SWIF. Work includes preparing statistical reports and providing direction to district offices in the application of the proper classifications, codes and rates to new policies, renewal policies, and endorsements. An important aspect of the work involves serving as a representative to various private and public organizations and committees to explain and interpret the laws, rules, and regulations pertaining to insurance policy and rate development. Supervision is exercised over a statistical and clerical staff. Work is performed with considerable independence and is subject to review by the State Workers' Insurance Fund Director through conferences and evaluation of reports for program effectiveness.

EXAMPLES OF WORK: Plans and directs the statewide underwriting activities of SWIF.

Supervises the application of the proper classifications, codes and rates to new policies, renewal policies and endorsements in accordance with the rules and regulations of the rating bureaus, the Insurance Department, Workers' Compensation Laws, Occupational Disease Laws, Federal Black Lung Program and SWIF procedures.

Supervises the cancellation of insurance policies for non-payment of premium or duplicate coverage in accordance with the rules and regulations of the rating bureaus.

Directs auditing activities in securing short-period and annual audits as a result of cancellation or termination of policies.

Supervises the issuance of Certificates of Insurance when requested by insured.

Determines acceptance or denial of Workers' Compensation applications for policies from employers in accordance with the guidelines, rules and regulations of the rating bureaus.

Replies or approves replies to inquiries from applicants, insured, regulatory heads, governmental agencies and attorneys, concerning all matters relating to compensation insurance, classifications, endorsements, and premium charges.

Represents SWIF on the various committees of the Pennsylvania Compensation Rating Bureau and the Coal Mine Compensation Rating Bureau in establishing rules, regulations and rates for the Workers' Compensation insurance industry.

Represents SWIF with industry groups such as foundry associations, brick manufacturers and slate quarrying, where rate and classification problems exist.

Works with the Insurance Department and regulatory bureaus regarding Longshoremen and Harbor Act coverage for employers, and risks with unusual occupational disease hazards.

Develops procedures to be used in all underwriting matters and ensures implementation.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with organizational and operational requirements.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Pennsylvania Workers' Compensation and Occupational Disease Laws.

Knowledge of the Federal Black Lung Program.

Knowledge of the statutory provisions of the Pennsylvania Occupational and Disease Laws mandated by the Pennsylvania Insurance Department.

Knowledge of the manuals of rules, classifications, and rates for PA Workers' Compensation and for Employers' Liability Insurance.

Knowledge of the Pennsylvania Workers' Compensation Statistical Plan.

Knowledge of the principles and methods of program administration.

Knowledge of program evaluation methodology.

Knowledge of insurance principles and practices.

Knowledge of insurance laws, rules and regulations.

Knowledge of the principles and practices of employee supervision.

Ability to read and interpret laws, rules, regulations, policies, and procedures.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Six years of professional program planning and analysis experience in the field of insurance underwriting that includes two years of experience supervising the underwriting of PA Workers’ Compensation insurance policies;

or

An equivalent combination of experience and training that includes two years of experience supervising the underwriting of PA Workers’ Compensation insurance policies.
