JOB TITLE: DIRECTOR, BUREAU OF RIDE AND MEASUREMENT STANDARDS

DEFINITION:

This is managerial work directing statewide inspection and enforcement programs for weighing and measuring devices, amusement ride safety, and the sale of fireworks in the Bureau of Ride and Measurement Standards, Department of Agriculture.

The employee in this job is responsible for planning and administering the statewide program of inspections for compliance with the laws and regulations concerning the measurement of various commercial products by weight, volume, or linear dimensions; the packaging and labeling of products offered for sale to the public; the inspection and registration of public amusement rides and attractions; and the inspection and licensing of consumer-grade commercial fireworks establishments/locations. Work includes determining penalties for violations of laws and regulations; reviewing and approving or rejecting designs and specifications for new amusement rides and new weighing/measuring devices submitted by applicants; reviewing registration applications for biofuel production facilities; evaluating, developing, and revising rules and regulations; and developing and implementing related inspection, enforcement, and investigation methods, policies, and procedures. Work also involves planning and supervising or participating in formal and on-the-job training programs for state and local weights and measures staff and amusement ride personnel. Supervision is exercised over administrative, technical, and clerical staff. Work is performed with considerable independence and initiative and is reviewed through consultation with senior management through conferences and written reports.

• Plans, organizes, and administers statewide programs of inspection and testing for compliance with laws, regulations, and policies relating to weighing and measuring devices and procedures and amusement ride/attractions safety.

• Plans, organizes, and administers a statewide consumer fireworks licensing and inspection program.

• Directs and oversees the Certified Examiner of Weights and Measures (CEWM) and Amusement Ride Safety private inspector certification programs.

• Oversees the registration of sellers, installers, and repairers of weighing and measuring devices.

• Ensures amusement rides and attractions are properly inspected, insured, and registered.

• Oversees and coordinates with the Amusement Ride Safety Advisory Board that provides advice to the department on all aspects of amusement ride/attractions safety, design, and operation.

• Oversees the biofuel development and in-state production program including reviewing applications for registration of production facilities and ensuring periodic reporting and testing of biofuels.

• Directs the fuel quality program that includes the random inspection and verification of advertised octane levels of fuel offered for sale.

• Coordinates the bureau’s programs and activities with relevant local, state, and federal officials and various industry organizations.

• Prepares responses to media inquiries and participates in media interviews concerning the bureau’s programs and activities.

• Reviews the results of field inspections, determines if the findings warrant prosecution or other means of enforcement, and testifies in court concerning violations.

• Plans and directs the conduct of special investigations resulting from the reports of inspectors or complaints from retailers, producers, or the public.

• Plans, organizes, conducts, or supervises formal and on-the-job training programs for state inspectors, local enforcement officials, and other certified inspectors or officials.

• Interprets applicable laws and regulations for state and local inspectors, industry representatives, and the public.

• Directs safety and maintenance programs for specialized testing equipment and program specific requirements.

• Receives, reviews, and approves or rejects new weighing and measuring device suitability for use in the commonwealth.

• Reviews, drafts, and recommends changes to existing or proposed legislation and regulations.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the laws, regulations, and policies pertaining to the weighing, measuring, packaging, and labeling of commodities offered for sale to the public.

• Knowledge of the laws, regulations, and policies pertaining to operation of amusement rides.

• Knowledge of the methods and procedures for inspecting devices designed to measure by weight, volume, and linear dimensions.

• Knowledge of the methods and procedures for inspecting amusement rides.

• Knowledge of the methods and procedures of testing state standards of weight and measure for accuracy and the maintenance of the federally approved state standards.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be used for Civil Service examination/evaluation purposes and are not position-specific performance standards.):

• Knowledge of Pennsylvania commercial weights and measures, amusement ride, biofuel production, and consumer fireworks registration, licensing, and inspection programs.

• Ability to plan, direct, and evaluate inspection and enforcement programs.

• Ability to develop, conduct, and coordinate training programs.

• Ability to prepare, revise, and evaluate legislation.

• Ability to develop and install rules, regulations, policies, and procedures and to evaluate their effectiveness.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Four years as a Weights and Measures Supervisor (commonwealth title);

or

• Seven years of experience in regulatory weights and measures or amusement ride safety inspection or a closely related field, including four years in an administrative or supervisory capacity, and a bachelor’s degree in public administration or business administration;

or

• An equivalent combination of experience and training, which included four years in an administrative or supervisory capacity.
