LIQUOR ENFORCEMENT OFFICER TRAINEE

DEFINITION: This is training work in enforcement of liquor-related laws in the State Police Bureau of Liquor Control Enforcement.

Employee in this class participates in formal classroom instruction and practical field work designed to develop knowledge, skills and abilities, and worker traits required of a Liquor Enforcement Officer. Work involves attending classes of instruction on liquor-related laws, department regulations and procedures, investigative techniques, arrest procedures, and participation in self-defense, protection and firearm use. All instruction and the acquisition of the required knowledge, skills, abilities and work traits are closely supervised and monitored by standards. Work is performed and directed from the Pennsylvania State Police Academy. Once formal training is completed, employees participate in coach/pupil field training with experienced Liquor Enforcement Officers. Employees receive close supervision at the State Police Academy and by Liquor Enforcement Officers assigned to coach/pupil training.

EXAMPLES OF WORK: Attends formal training classes pertaining to the Commonwealth's liquor-related laws, rules and regulations, court procedures, report writing and inspection and investigative techniques.

Participates in formal classroom and role playing situations to gain effective working knowledge of liquor-related laws; investigative techniques, radio operation, border patrol techniques, searches and seizures; identification of violations in bar and speakeasy settings; completion of reports, undercover investigations, open inspections, speakeasy investigations, routine inspections and court hearings.

Participates in formal classroom and role playing situations and/or practical exercises to become skillful in the use and techniques of defense and offense for self-protection and the protection of others and to subdue unruly and dangerous persons and affect arrest.

Participates in formal classroom situations and practical exercises to become skillful and proficient in the use of department firearms and legal restrictions placed on their use.

Participates in formal training of department rules and regulations and formal reporting procedures and requirements.

Resides at the Pennsylvania State Police Academy.

Maintains quarters and equipment.

Participates in investigations and other field work of the coach/pupil trainee program with experienced Liquor Enforcement Officers upon permanent assignment.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Ability to read and understand the Liquor Code and other applicable state and federal codes, directives, memoranda and other related written material.

Ability to orally express ideas effectively and persuasively in a variety of circumstances.

Ability to establish and maintain effective interpersonal relationships with associates, law enforcement officers and various members of the public.

Ability to think quickly and exercise sound judgment, frequently under adverse circumstances.

Ability to write clear, concise and effective items such as narrative reports, detailed descriptions and letters.

Ability to be creative, imaginative and resourceful.

Ability to maintain self-control after consuming alcohol.

Ability to learn the proper use of department issued firearms.

Ability to learn the techniques of arrests.

MINIMUM EXPERIENCE AND TRAINING: Graduation from high school or an accredited G.E.D. certification.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid driver's license as issued by the Commonwealth of Pennsylvania. Must be at least 21 years of age.
