ENFORCEMENT OFFICER 3

DEFINITION: This is supervisory investigative and/or auditing work in the enforcement of the liquor-related laws and regulations in the State Police Bureau of Liquor Control Enforcement.

An employee in this class is responsible for assigning and supervising the work of subordinate Liquor Enforcement Officers and for assisting in directing the enforcement of liquor code laws within an assigned district. Work may involve leading field investigations, comprehensive audits, and raids. Considerable initiative and independent judgment are exercised in directing the activities of others. Employees have the power and the duty to arrest on view, except in private homes, without warrant, any person having unlawful possession of, or actually engaged in the unlawful sale, importation, manufacture or transportation of liquor alcohol or malt or brewed beverages and otherwise exercise the power of arrest and act in accordance with all provisions of Section 211 of the Pennsylvania Liquor Code. Supervision is received through conferences with the district office commander and a review of reports submitted.

EXAMPLES OF WORK: Assists in directing the enforcement of the liquor code laws within an assigned district.

Supervises subordinate Liquor Enforcement Officers conducting investigations, inspections and audits to determine and enforce compliance with the laws and regulations controlling the sale and manufacture of alcoholic beverages.

Supervises staff by assigning work, reviewing work performance, preparing and signing employee Performance Evaluation Reports, approving or disapproving leave requests, and insuring the development of staff.

Leads raids on establishments suspected of being operated in violation of the liquor code laws, and in seizures of illegal stills, and apprehends and arrests violators.

Trains and instructs subordinate staff.

Reviews reports and expense accounts submitted by Liquor Enforcement Officers.

Testifies at administrative and judicial hearings.

Prepares reports of activities and findings.

Maintains working relationships with other law enforcement agencies.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the liquor-related laws and regulations.

Knowledge of the principles and methods of investigation, law enforcement and auditing.

Skill in self-defense techniques.

Skill in the techniques of arrests.

Skill in the proper use of department issued firearms.

Ability to supervise and train subordinate staff.

Ability to learn to evaluate employee performance and prepare employee Performance Evaluation Reports.

Ability to learn to read and interpret collective bargaining contracts applicable to the work performed by the unit.

Ability to ascertain facts and secure evidence by personal contact and observation.

Ability to cope with difficult enforcement problems firmly and tactfully.

Ability to write clear and concise reports and present them orally and in writing.

Ability to give adequate consideration to detailed matters.

Ability to make accurate notes of facts gathered during an investigation and to testify from these notes before the minor judiciary court, administrative bodies and grand jury.

Ability to establish and maintain effective working relationships with subordinates, other law enforcement officers, business proprietors and the general public.

MINIMUM EXPERIENCE AND TRAINING: Three years of experience as a Liquor Enforcement Officer.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid driver's license as issued by the Commonwealth of Pennsylvania.
