INVESTIGATION MANAGER, CORRECTIONS

DEFINITION: This is responsible administrative and managerial work directing the Department of Corrections’ Office of Professional Responsibility.

The employee in this job is responsible for planning and directing the Agency's criminal and administrative investigations programs including investigations of allegations of improper care of inmates and alleged crimes committed by staff and inmates. Work also includes directing the Department of Corrections’ Intelligence Unit which requires a coordinative and cooperative effort in working with the Joint Terrorism Task Force, including federal, state and local law enforcement, to collect and disseminate sensitive security intelligence from within correctional facilities, and to provide briefings to the Secretary of Corrections. Work is performed with considerable independence and is reviewed by the Secretary of Corrections through conferences and evaluation of reports.

EXAMPLES OF WORK: Directs staff in the investigations of allegations made by inmates, relatives, judges, legislators, and concerned organized groups regarding improper care and treatment of inmates at state correctional facilities.

Directs investigations of reported escapes, fires, homicides and suicides occurring in correctional institutions and facilities.

Directs the investigations of alleged crimes committed by agency employees and inmates, and other special investigations assigned by the Secretary of Corrections.

Directs investigations and analysis of sensitive security intelligence information that is gathered to ensure that it is factual and precise.

Determines the potential for security breaches within the correctional facilities and apprises the Secretary of Corrections through briefings or written communications.

Serves as primary liaison with federal, state and local law enforcement agencies to both disseminate and receive security information and alerts.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of correctional principles and practices.

Knowledge of the principles and methods of criminal investigations and law enforcement.

Knowledge of correctional institution management and operation.

Knowledge of the laws and regulations related to criminal procedures and confinement.

Knowledge of the principles and practices of effective supervision.

Ability to establish and maintain effective working relationships.

Ability to obtain facts by personal contact, observation, and examination of records.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Four years of supervisory or managerial experience over professional staff responsible for conducting criminal or administrative investigations, and a bachelor's degree;
