CORRECTIONS EVALUATION SUPERVISOR

DEFINITION: This is administrative and technical work in determining regulatory compliance and providing consultive services in the operation of state and political subdivision correctional facilities.

The employee in this class is responsible for planning, developing, implementing and administering procedures for the review and evaluation of state, county, and municipal correctional and detention facilities to assure that the care and custody to inmates, physical plant development and maintenance, and qualitative and quantitative rehabilitation and supportive programs comply with laws, regulations, policies, and standards. An important aspect of work is establishing and maintaining rapport with the judiciary, county commissioners, mayors, institution superintendents, and sheriffs, and assisting in planning and implementing improved inmate treatment programs and operating practices by interpreting laws and providing professional guidance regarding existing and changing concepts in the treatment of offenders and detentioners. Responsibilities also include promoting interest and coordinating efforts of local administrators and officials in several neighboring counties for joint operation of Regional Correctional Institutions. Work is performed independently according to established policies and applicable laws in directing a technical and clerical staff. Work performance and effectiveness of program development are reviewed by an administrative superior through conferences and evaluation of reports.

EXAMPLES OF WORK PERFORMED: Plans, develops, and implements, procedures for the review and evaluation of state, county, and municipal correctional and detention facilities for adherence to laws, regulations, policies, and standards pertaining to the care and custody of inmates, physical plant development and maintenance, and rehabilitative and supportive programs.

Participates with local administrators and officials in planning and implementing improved inmate treatment programs and operating practices.

Reviews and approves architectural drawings of new construction and major renovations of county and municipal correctional and detention facilities.

Establishes and maintains liaison with the judiciary, county commissioners, wardens, and sheriffs, and provides advice regarding existing and changing concepts in the treatment of offenders and detentioners.

Promotes and coordinates efforts of local administrators and officials in several neighboring counties for joint operation of Regional Prisons.

Recommends new legislation and amendments to existing laws relating to county and municipal correctional and detention facilities to incorporate changes in operational and treatment concepts.

Supervises and participates in investigations of allegations made by inmates, relatives, judges, legislators, and concerned organized groups regarding improper care and treatment at county and municipal correctional and detention facilities.
Supervises and participates in investigation of reported escapes, fires, homicides, and suicides occurring in county and municipal correctional institutions and detention facilities.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Considerable knowledge of modern corrections principles and practices.

Considerable knowledge of correctional institution management and operation.

Considerable knowledge of laws and regulations related to criminal procedures and confinement institutions.

Some knowledge of medical, educational, vocational and recreational services applicable to persons in confinement.

Ability to establish and maintain effective working relationship with local administrators, officials, and associates.

Ability to plan, organize, supervise and coordinate the activities of a technical and clerical staff.

Ability to express ideas clearly and concisely, orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: One year of demonstrated professional supervisory or administrative experience in the field of corrections, law enforcement, social work, or public administration.
