MINE SUBSIDENCE INSURANCE PROGRAM ADMINISTRATOR
DEFINITION: This is managerial and technical work in the administration of the statewide Mine Subsidence Insurance Program.
The employee in this class directs the planning, implementation, coordination, and evaluation of the statewide Mine Subsidence Insurance Program, which insures owners of structures against damage resulting from mine subsidence in the coal and clay mining districts of the Commonwealth. Work involves determining premium rates; reviewing applications and claims to ensure compliance with the law; administering grant and loan programs for subsidence damage; developing and implementing mine subsidence insurance policies and procedures; determining program goals, objectives and priorities; ensuring statewide attainment of goals and objectives; and evaluating the effectiveness of the program. Work also involves meeting with and providing education materials to the public to explain the coal and clay mine subsidence laws and regulations and the Department of Environmental Protection Subsidence Grant and Loan Program. Work is assigned in the form of broad program goals and objectives and the employee exercises considerable freedom in determining specific goals and objectives and program priorities. Work is reviewed upon completion by a professional superior through reports and conferences for attainment of program goals and objectives, completeness, and overall program quality.
EXAMPLES OF WORK: Directs the administrative activities of the statewide Mine Subsidence Insurance Program.
Develops and implements administrative policies and procedures for the Mine Subsidence Insurance Program.
Administers the activities of the Abandoned Mine Subsidence Assistance Grant and Loan Program and serves as its mortgage loan processing officer.
Reviews and initiates investigations of application for insurance, grants, and loans to insure compliance with laws, prepares reports and makes recommendation to the Mine Subsidence Insurance Board concerning the insurance program.
Reviews claims against the fund to determine propriety and recommends action which should be taken.
Reviews weekly itinerary inspection reports and monthly activity reports to ensure priority work is being completed and program goals and objectives are met.
Recommends the appropriation of funds to fund special accounts for administering the insurance program.
Reviews investment of funds received from insurance sales.
Reports on program progress and fiscal integrity of the fund to the Department of Environmental Protection and Mine Subsidence Insurance Board.
Oversees the development and ongoing enhancement of the insurance program computer system.
Acts as the secretary to the Mine Subsidence Insurance Board by scheduling meetings, preparing agendas, recording minutes, and performing related administrative tasks.
Prepares and delivers formal presentations to special interest groups, consultants, and the public regarding departmental functions, program rules, and regulations concerning the mine subsidence program.
Prepares letters, reports, and correspondence to exchange information with subordinates, supervisor, property owner, and the public.
Supervises a small staff of clerical employees.
An employee in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Department of Environmental Protection's laws, rules, regulations, policies, and procedures governing the Mine Subsidence Insurance Fund Program.
Knowledge of the coal and clay mine subsidence laws and related rules and regulations.
Knowledge of federal rules and regulations governing the Mine Subsidence Insurance Fund program.
Knowledge of the mine subsidence insurance practices and methods.
Knowledge of the problems caused by mine subsidence.
Knowledge of real estate appraisal methods.
Knowledge of real estate values, home building, construction original and replacement costs and depreciation factors.
Knowledge of the methods and techniques utilized in preparing damage estimates and in adjusting insurance claims.
Knowledge of the Commonwealth and Department of Environmental Protection rules, regulations, policies and procedures governing travel, lodging, expense vouchers, and reporting requirements.
Skill in the supervision of employees.
Ability to express ideas clearly and concisely, both orally and in writing.
Ability to review engineering reports on damage caused by mine subsidence or normal settling deterioration, flood damage, or poor construction.
Ability to ascertain facts and secure information by personal contact and observations.
Ability to read and understand blueprints, drawings and topographic maps.
Ability to determine depreciation factors to settle claims.
Ability to prepare and deliver presentations to special interest groups and state and local officials.
Ability to establish and maintain effective working relationships with co-workers, subordinates, supervisor, landowners, owners of commercial establishments and county, state and federal officials.
MINIMUM EXPERIENCE AND TRAINING: A Bachelor's degree in business, finance or actuary science, and two years experience in adjusting insurance claims or in accounting, auditing or examining in the insurance field;
or
Three years of experience as a Mine Subsidence Insurance Program Supervisor;
or
Any equivalent combination of experience and training which affords the application the required knowledges and abilities.
NECESSARY SPECIAL REQUIREMENT: Possession of a valid Pennsylvania driver's license.
