MOTOR CARRIER ENFORCEMENT SUPERVISOR

DEFINITION: This is supervisory and technical work in the inspection of motor carrier vehicles and operators and enforcement of safety laws.

An employee in this job plans, schedules, and evaluates the work of subordinate motor carrier enforcement personnel engaged in performing safety, size and
weight, and hazardous material inspections of motor carrier vehicles and operators to determine compliance with and enforce state and federal motor carrier safety laws. Work also involves determining optimal locations for inspections, coordinating inspection operations with other law enforcement authorities, ensuring the maintenance of program equipment, and providing instruction for motor carrier enforcement personnel. Work is performed with considerable independence under the general supervision of an administrative superior and is reviewed for quality, completeness, and technical soundness through observation, reports, and conferences.

EXAMPLES OF WORK: Supervises the performance of motor carrier safety, size and weight, and hazardous material inspections to enforce safety laws.

Supervises the performance of new entrant safety audits.

Supervises skills performance evaluations of operators with physical impairments or individuals attempting to obtain medical certification waivers for motor carrier operation.

Determines safe and target locations for inspection operations conducted by subordinates.

Coordinates joint operations with participating law enforcement authorities.

Schedules subordinate personnel.

Reviews reports and records from subordinates and prepares comprehensive reports.

Testifies in court and meets with subordinates to provide necessary expertise as required.

Participates in the development and provision of training.

Ensures that portable and platform scales are scheduled for certification and repair.

Ensures proper condition of equipment and van used by subordinates.

Performs the full range of supervisory duties.

May participate in the performance of subordinates’ work consistent with operational requirements.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Pennsylvania Motor Vehicle Code and federal laws as they relate to motor carrier size, weight, safety inspection, hazardous material, and enforcement requirements.

Knowledge of law enforcement procedures as related to motor carrier safety laws.

Knowledge of mathematical applications of addition, subtraction, multiplication, and division.

Skill in conducting technical inspections of motor carrier vehicles and operators and in the detection of safety violations.

Ability to plan, assign, and evaluate the work of subordinates.

Ability to train motor carrier enforcement personnel.

Ability to apply laws to inspections, audits, and evaluations.

Ability to use Department reference sources to assist in determining target enforcement locations.

Ability to exercise tact and discretion in preparing and issuing citations and written warnings.

Ability to assist district attorney’s office in preparing cases for county court.

Ability to use vehicle weighing, measuring, and inspection equipment.

Ability to speak and write effectively.

Ability to read and understand written technical material.

Ability to use a personal computer and other standard office equipment.

Ability to establish and maintain effective working relationships with public and work-related contacts.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as a Motor Carrier Enforcement Officer;

                                                                                                                                                  or

Three years of experience inspecting motor carrier vehicles and operators for compliance with Federal Motor Carrier Safety Regulations; and a high school diploma or equivalency.

NECESSARY SPECIAL REQUIREMENTS: Possession of a valid Pennsylvania Class C motor vehicle operator's license.
