MOTOR CARRIER ENFORCEMENT PROGRAM ADMINISTRATOR

DEFINITION: This is professional supervisory work in administering statewide motor carrier inspection and enforcement programs.

An employee in this job supervises and coordinates the activities of Motor Carrier Enforcement Specialists engaged in developing, administering, coordinating, and analyzing programs involving the inspection of motor carrier vehicles and operators and enforcement and safety laws. Work involves developing and recommending program priorities and goals; determining the need for and developing new and revised program regulations, policies, procedures, standards, and guidelines; and conducting program evaluations to ensure program requirements are being met. Work also includes interpreting rules and regulations for subordinates, field staff, municipal police officers, motor carrier company employees, special interest groups, and the general public; representing the Department in coordinating program activities with the Federal Motor Carrier Safety Administration; managing motor carrier enforcement training programs; and evaluating proposed legislation. Work is assigned through broad goals and objectives and employees exercise considerable freedom and independent judgment in determining and recommending specific goals, objectives, and priorities. Work is reviewed by an enlisted administrative superior for quality, completeness, and technical soundness through observation, reports, and conferences.

EXAMPLES OF WORK: Supervises Motor Carrier Enforcement Specialists engaged in coordinating statewide motor carrier programs such as new entrant safety audits, size and weight inspections, skills performance evaluations, and transportation of hazardous materials.

Develops, implements, directs, coordinates, evaluates, and adjusts technical program priorities and goals.

Determines the need for new or revised technical program regulations, policies, procedures, and standards.

Directs the implementation, coordination, evaluation, and interpretation of technical program regulations, policies, procedures, and standards.

Directs program evaluations to determine effectiveness.

Presents and explains program goals, objectives, regulations, policies, procedures, and standards to motor carrier companies, municipal police departments, legislative offices, and the general public.

Manages the development, coordination, and delivery of training programs to Department civilian and enlisted motor carrier enforcement personnel and municipal police officer inspectors.

Reviews proposed legislation for potential impact on motor carrier enforcement programs and recommends whether the Department should support or oppose the proposed legislation.

Prepares correspondence, reports, memoranda, and manuals to exchange information with field personnel, superiors, federal authorities, elected officials, and the public.

Employees in this job may perform motor carrier safety, size and weight, and hazardous material inspections consistent with operational requirements.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational requirements.

Performs the full range of supervisory duties.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of Federal laws related to motor carrier size, weight, safety inspection, hazardous material, and enforcement requirements.

Knowledge of law enforcement procedures related to motor carrier safety laws.

Knowledge of mathematical applications of addition, subtraction, multiplication, and division.

Knowledge of technical inspection procedures of motor carrier vehicles and operators in the detection of safety violations.

Knowledge of the methods and practices of policy development and implementation.

Knowledge of the principles and practices of employee supervision.

Ability to develop, implement, coordinate, and evaluate statewide program regulations, policies, procedures, and standards.

Ability to interpret the Pennsylvania Motor Vehicle Code related to motor carrier size, weight, safety inspection, hazardous material, and enforcement requirements.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to read, analyze, and write technical material.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Motor Carrier Enforcement Specialist;

                                                                                                                                                  or

Two years of experience as a Motor Carrier Enforcement Supervisor;

                                                                                                                                                  or

Four years of experience in the development and management of motor carrier safety and enforcement programs, which included or was supplemented by one year of experience inspecting motor carrier vehicles and operators for compliance with Federal Motor Carrier Safety Regulations.
