MOTOR CARRIER ENFORCEMENT SPECIALIST

DEFINITION: This is specialized work in administering statewide motor carrier inspection and enforcement programs.

An employee in this job is responsible for developing, administering, coordinating, and analyzing various programs involving the inspection of motor carrier vehicles and operators and enforcement and safety laws. Work involves one or more of the following responsibilities: providing technical and professional expertise to Department personnel and municipal police officers who inspect motor carrier vehicles and operators and enforce motor carrier safety laws; coordinating specialized motor carrier inspection and enforcement programs and initiatives; organizing and analyzing motor carrier inspection and enforcement statistical data, identifying trends, and evaluating program effectiveness; or developing, coordinating, and presenting motor carrier enforcement training programs. Work involves considerable contact with Department motor carrier enforcement personnel, motor carrier companies, municipal police departments, and the general public to interpret and explain motor carrier safety, size and weight, and hazardous material safety laws and related specialized program requirements. Work may include preparing correspondence and federally-required reports, serving as a liaison between the Department and the Federal Motor Carrier Safety Administration, ensuring the proper maintenance and certification of program equipment, analyzing proposed legislation that impacts the motor carrier enforcement program, and coordinating and participating in Motor Carrier Enforcement Officer/Supervisor hiring processes. Work may also involve evaluating and implementing the use of new equipment and software by program personnel. Work is performed with considerable independence under the general supervision of an administrative superior and is reviewed for quality, completeness, and technical soundness through observation, reports, and conferences.

EXAMPLES OF WORK: Functions as statewide coordinator for a state or federal cooperative program such as new entrant safety audits, size and weight inspection, and skills performance evaluations.

Provides technical guidance and professional expertise to Department personnel and municipal police officers by interpreting and explaining motor carrier safety, size and weight, and hazardous material safety laws and related specialized program requirements.

Gathers, organizes, and analyzes motor carrier inspection and enforcement statistical data to identify trends and evaluate program effectiveness.

Prepares comprehensive reports that include budgetary documentation and recommend program improvements.

Develops, coordinates, and delivers training programs to Department civilian and enlisted motor carrier enforcement personnel and municipal police officer inspectors.

Maintains federally-required training and certification records.

Gathers information and develops and submits annual reports to the Federal Motor Carrier Safety Administration.

Provides written and verbal responses to inquiries and complaints relating to the motor carrier enforcement program.

Installs software products and coordinates computer system access for motor carrier enforcement personnel to research carrier/operator data and report inspection and enforcement results.

Researches, evaluates, recommends, and implements the use of new equipment and software products by motor carrier enforcement personnel.

Evaluates requirements for program vehicles, drafts vehicle specifications and replacement schedules, and provides recommendations to management for vehicle procurement and replacement.

Coordinates issuance, maintenance, repair, and replacement of Department motor carrier enforcement laptops and inspection equipment.

Develops and coordinates a statewide schedule for the certification of portable and platform scales.

Reviews, evaluates, and makes recommendations concerning proposed state legislation involving the Motor Carrier Safety Assistance Program.

Summarizes and disseminates changes in federal and state law to motor carrier enforcement personnel.

Coordinates with field Patrol Section Commanders and participates in the interview and selection process for Motor Carrier Enforcement Officers/Supervisors.

Performs motor carrier safety, size and weight, and hazardous material inspections; new entrant safety audits; and skills performance evaluations.

An employee in this job may participate in the performance of Motor Carrier Enforcement Officer/Supervisor work consistent with operational requirements.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of Federal laws related to motor carrier size, weight, safety inspection, hazardous material, and enforcement requirements.

Knowledge of law enforcement procedures related to motor carrier safety laws.

Knowledge of mathematical applications of addition, subtraction, multiplication, and division.

Knowledge of technical inspection procedures of motor carrier vehicles and operators in the detection of safety violations.

Ability to interpret the Pennsylvania Motor Vehicle Code related to motor carrier size, weight, safety inspection, hazardous material, and enforcement requirements.

Ability to develop and coordinate statewide programs and administrative policies and procedures.

Ability to analyze data, identify trends, evaluate program effectiveness, and recommend improvements.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to read and understand written technical material.

Ability to use a personal computer and other standard office equipment.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Three years of experience as a Motor Carrier Enforcement Officer;

                                                                                                                                                    or

Two years of experience inspecting motor carrier vehicles and operators for compliance with Federal Motor Carrier Safety Regulations; and an associate’s degree or 60 semester credit hours from an institution of higher education;

                                                                                                                                                    or

Four years of experience inspecting motor carrier vehicles and operators for compliance with Federal Motor Carrier Safety Regulations; and a high school diploma or equivalency.
