JOB TITLE: SPECIAL INVESTIGATOR TRAINEE

DEFINITION: This is trainee work in criminal or civil investigations of a confidential nature.
An employee in this job participates in a twelve-month structured trainee program to develop the knowledge and experience necessary to conduct criminal or civil investigations in connection with unusual and highly sensitive cases of alleged violations of state laws, regulations, or statutes. Work involves utilizing scientific and technical processes and methods of investigation to participate in obtaining information and evidence and in ascertaining facts regarding suspected persons or entities. Duties are performed with increasing independence as experience is gained. Work is reviewed in progress and upon completion for quality, completeness, and adherence to established policies and procedures.

• Participates in formal and on-the-job training programs.
• Assists in collecting, evaluating, and developing evidence and prepares it for orderly presentation. • Conducts surveillance of suspected persons and places.
• Assists in the conduct of investigations into suspected violations of theft, fraud, abuse, forgery, or misrepresentations.
• Seeks out and contacts informants and witnesses to obtain information.
• Obtains and examines personal records such as deeds and wills, contracts, criminal histories, and bank statements.
• Assists with interviewing or interrogating suspected persons and witnesses to obtain admissions and confessions.
• Evaluates sources of information to determine reliability.
• Uses a variety of investigative apparatuses such as electronic and photographic equipment.
• Appears in court and testifies as a witness.
• Creates summary reports on investigations.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and methods of criminal, civil, or administrative investigations and law enforcement.
• Knowledge of the basic rules of evidence.
• Knowledge of the applicable statutes and court decisions pertaining to violations of state laws.
• Knowledge of the appropriate use and care of firearms.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to establish facts through personal contact, observation, and the examination of records.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• A bachelor’s degree that includes 12 credits in criminal justice or a closely related field;
or
• An equivalent combination of experience and training that includes 12 credits in criminal justice or a closely related field.
