JOB TITLE: INTELLIGENCE ANALYST TRAINEE

SERIES NATURE OF WORK: The Intelligence Analyst job series describes work in the collection and analysis of criminal intelligence information.

DEFINITION: This is structured trainee work in the research and analysis of criminal intelligence information within a criminal justice agency.

An employee in this job receives formal and on-the-job training to develop understanding and competence in gathering and analyzing intelligence information from a variety of sources to develop work products for law enforcement’s use in anticipating, preventing, investigating, and monitoring criminal activity. Work involves assisting with receiving, researching, and responding to requests for criminal intelligence information from law enforcement officers; receiving and assisting in the evaluation of tips from the public concerning potential criminal activities; collecting and organizing raw data on individuals and activities and evaluating and comparing the data to determine its meaning and relevance to criminal investigations and assessments; and preparing and disseminating intelligence products within established protocols. Duties are performed with increasing independence as experience is gained. Work is subject to the highest confidentiality standards due to the access to highly sensitive or classified intelligence information, and is reviewed by a professional supervisor for quality, completeness, effectiveness, and adherence to established policies and procedures.

• Participates in formal training sessions, seminars, workshops, and on-the-job work experiences to introduce and familiarize the trainee with intelligence gathering skills.

• Receives requests for information from law enforcement officers regarding specified persons or subjects of interest and participates in questioning requesters to gather and clarify details and determine response requirements.

• Participates in gathering and assembling raw data, photographs, and other information through system queries, research, and contact with law enforcement partners.

• Receives tips from the public via telephone, email, and open source information regarding criminal and drug activity, school and youth safety, and terrorism; clarifies information with the tipster; and assists with the evaluation of the information for investigative value.

• Assists in the evaluation of information for meaning, source reliability, content validity, and relevance prior to its use or retention.

• Assists in the preparation of written intelligence products and target profiles that document the results of intelligence analyses and are tailored to the requestor’s needs.

• Places pertinent facts in proper relationships for necessary intelligence analysis.

• Disseminates confidential intelligence products to authorized recipients.

• Collaborates with law enforcement investigators and criminal intelligence analysts from other government organizations to share and coordinate intelligence information.

• Maintains intelligence information in electronic management systems.

• Learns to utilize various software and systems for job related functions.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of research methods and techniques.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to gather, correlate, and analyze facts and to prepare technical analyses and recommendations.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to interpret illustrative timelines, tables, charts, graphs, diagrams, and maps.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• A bachelor’s degree;

or

• An equivalent combination of experience and training that includes 60 college credits.

SPECIAL REQUIREMENT:

• Certain positions require attainment of a Secret Security Clearance issued by the Federal Bureau of Investigation (FBI) within the probationary period, and continual maintenance of this clearance during employment in the position.
