JOB TITLE: INTELLIGENCE ANALYST SUPERVISOR

SERIES NATURE OF WORK: The Intelligence Analyst job series describes work in the collection and analysis of criminal intelligence information.

DEFINITION: This is professional and supervisory work in the analysis of criminal intelligence information within a criminal justice agency.

An employee in this job supervises Intelligence Analysts engaged in gathering and analyzing intelligence information and developing analytical work products for law enforcement’s use. Work involves providing guidance and direction to staff in the collection, evaluation, and comparison of raw data and the production and dissemination of intelligence products. Work also includes recommending changes to policies and procedures; coordinating the activities of assigned staff with other organizational staff; and overseeing and participating in the development and delivery of intelligence trainings, briefings, and other presentations. Work includes supervising staff in one or more of the intelligence disciplines, such as general crime, critical infrastructure, advanced case support, organized crime, terrorism, drugs, and violent crime, and involves employing analytical techniques appropriate for the assigned discipline. Work is subject to the highest confidentiality standards due to the access to highly sensitive or classified intelligence information. Work is performed with considerable independence under the general direction of an administrative supervisor and is reviewed for conformance to established policies and procedures through observation, reports, and conferences.

   DISTINGUISHING CHARACTERISTICS:

     • Work at this level involves supervising positions at the Intelligence Analyst 1 and/or 2 levels and may include supervising positions at comparable levels.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.)

• Supervises and coordinates the work of Intelligence Analysts.

• Directs Intelligence Analysts in the methods of information collection and the formulation of hypotheses for relevant developments, trends, and patterns of organized crime, terrorism, and criminal groups.

• Supervises the preparation and maintenance of various illustrations and charts depicting the organizational structure and interrelationships of known or suspected criminal groups.

• Oversees the analysis and evaluation of intelligence data for the preparation of assessments and recommendations relative to strategic and tactical investigative goals.

• Reviews written intelligence products and correspondence developed by Intelligence Analysts for quality, completeness, and effectiveness of results.

• Oversees the dissemination of intelligence products and the collaboration with federal, state, and local law enforcement to share and coordinate intelligence.

• Serves on external task forces/work groups by gathering and assessing state and national intelligence data, creating reports, and sharing information.

• Researches publications to maintain awareness of current trends in the various intelligence disciplines and updates appropriate staff with relevant information.

• Creates and delivers, or supervises the creation and delivery of, classroom training, briefings, and presentations to law enforcement and non-law enforcement audiences on a variety of intelligence-related topics.

• Utilizes, and trains Intelligence Analysts in the use of, information technology systems and databases for the review, analysis, dissemination, and storage of intelligence information.

• Serves as an intelligence information system administrator by allocating system access; coordinating software upgrades; creating databases; providing agency-wide intelligence information system training; and auditing system records for compliance with applicable laws, rules, and regulations pertaining to the collection, retention, and dissemination of information.

• Assists with the development of policies and procedures relating to the access of municipal police departments and other agencies to intelligence information; oversees the process of granting or denying access to requesting departments and agencies.

• Participates in and oversees the development of standard operational procedures for analytical intelligence work.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of criminal justice administration and homeland security.

• Knowledge of applicable laws, rules, and regulations pertaining to the collection, retention, and dissemination of criminal investigative and criminal intelligence information.

• Knowledge of criminal investigation practices and procedures.

• Knowledge of research methods and techniques.

• Knowledge of the methods and techniques used in gathering, reviewing, organizing, analyzing, and presenting data.

• Ability to prepare and interpret illustrative timelines, tables, charts, graphs, diagrams, and maps.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as an Intelligence Analyst 2 (commonwealth title);

or

• Two years of professional analytical experience in an intelligence discipline, such as general and organized crime, violent crime, or critical infrastructure in a criminal justice agency, and a bachelor’s degree which includes or is supplemented by 15 college credits in criminal justice, homeland security, or a related field;

or

• An equivalent combination of experience and training which includes 15 college credits in criminal justice, homeland security, or a related field.

SPECIAL REQUIREMENT:

• Certain positions require possession of a Top Secret Security Clearance issued by the Federal Bureau of Investigation (FBI) or attainment of this clearance during the probationary period, and continual maintenance of this clearance during employment in the position.
