JOB TITLE: SPECIAL INVESTIGATOR 3

DEFINITION: This is professional supervisory criminal or civil investigation work of a confidential nature.

An employee in this job is responsible for supervising criminal or civil investigations involving the conduct of difficult and technical investigations of violations of state laws, regulations, or statutes by state employees, entities, vendors, or other persons having dealings with state agencies. Work involves planning all phases of investigations, supervising investigators, and utilizing scientific and technical processes and methods of investigation to obtain information and evidence. The cases with which these employees are concerned have broad administrative or political implications in state government. Work may also include conducting highly difficult investigations. Work is performed independently under the direction of an administrative supervisor and is reviewed through conferences and reports.

• Plans and directs the work of investigators involved in criminal or civil investigation work.

• Reviews complaints received of possible violations and determines the types of investigation to be conducted.

• Develops detailed plans for and supervises the conduct of large scale arrest and seizure operations.

• Supervises investigative operations such as surveillance, document examination, interviews or interrogation, and the use of electronic and photographic equipment.

• Arranges for laboratory examination of material that may be useful as evidence.

• Evaluates sources of information to determine reliability.

• Makes inspections of state installations and facilities in order to detect evidence of possible violations.

• Maintains working relationships with federal, state, and local law enforcement agencies.

• Reviews summary reports of investigations and recommends further action that should be taken.

• Appears in court and testifies as a witness.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and methods of criminal, civil, or administrative investigation and law enforcement.

• Knowledge of the rules of evidence.

• Knowledge of the applicable statutes, court decisions, interpretations, and administrative rulings pertaining to violations of state laws.

• Knowledge of specialized investigative devices and equipment.

• Knowledge of the principles and practices of accounting.

• Knowledge of the appropriate use and care of firearms.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to establish facts through personal contact, observation, and the examination of records.

• Ability to analyze and interpret statutes, court decisions, and administrative rulings.

• Ability to use technical investigative equipment.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities.)

• Five years of professional experience in criminal, civil, or administrative investigation work, and a bachelor's degree;

or

• An equivalent combination of experience and training.
