JOB TITLE: SPECIAL INVESTIGATOR 1, OSIG

JOB CODE: 70833

SERIES NATURE OF WORK: The Special Investigator, OSIG series describes civil and criminal investigative work within the Office of the State Inspector General (OSIG).

DEFINITION: This is professional investigative work in the Bureau of Special Investigations.

An employee in this job investigates allegations of fraud, waste, misconduct, or abuse within programs, operations, and contracts in commonwealth agencies under the Governor’s jurisdiction. Work involves investigating reports of problems and deficiencies in commonwealth programs and operations; performing misconduct investigations of staff under the governor’s jurisdiction, including OSIG staff; and conducting pre-employment background investigations of OSIG and senior level employees in the Executive Offices. Work includes conducting independent investigations of minor misconduct cases and complaints, or performing duties under the guidance of a higher-level investigator on complex and sensitive investigations. Work is reviewed by a senior investigator or an Investigation Manager as needed during investigations and upon completion for adherence to appropriate protocols and the attainment of established goals and objectives.

• Analyzes information, documents, and developments in investigative cases.

• Conducts surveillance to gather facts and evidence in investigations.

• Interviews witnesses, informants, and other parties to an investigation to obtain information concerning allegations.

• Uses photographic and other technical equipment to gather and document evidence.

• Works with federal, state, and local agencies to obtain or provide information related to investigations.

• Prepares or participates in the preparation of detailed and summary investigative reports.

• Prepares and serves subpoenas.

• Compiles evidence for testimony in administrative and criminal legal proceedings.

• Maintains, carries, and appropriately uses firearms, non-lethal weapons, and other specialized equipment.

• Operates motor vehicles.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and methods of criminal investigations.

• Knowledge of the basic rules of evidence.

• Knowledge of statues, court decisions, and administrative rulings pertaining to violations of state laws.

• Knowledge of the appropriate use and care of firearms.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to operate a motor vehicle.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• A bachelor’s degree in criminal justice or a related field;

or

• Four years of experience conducting criminal, civil, or administrative investigations;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active motor vehicle license.

• All employees must obtain CLEAN/NCIC certification within two months of employment and maintain this certification for the duration of employment in this job.

• All employees must attend and successfully complete the Commonwealth Investigator Training Program (CITP) within one year of employment.
