JOB TITLE: SPECIAL AGENT SUPERVISOR S, OSIG

SERIES NATURE OF WORK: The Special Agent job series describes work in the investigation of alleged benefit fraud and/or the settlement and recovery of funds in the Office of State Inspector General.

DEFINITION: This is professional law enforcement and supervisory investigative work involving suspected fraud associated with human services benefits.

An employee in this job is responsible for supervising agents conducting investigations involving alleged violations of federal or state laws or regulations by benefit applicants, recipients, providers, or commonwealth employees. Work involves directing all phases of investigative tasks including the prosecution of cases at criminal and administrative hearings, the filing of police criminal complaints, and the preparation and execution of search warrants. Work may involve oversight of the claims settlement process and recovery of funds legally owed to the commonwealth. Work also involves responsibility for establishing and maintaining liaison with state, federal, and local law enforcement agencies and personnel, and coordinating assigned investigative and supportive activities with these entities. Work is performed independently in accordance with laws, regulations, rules, policies, and procedures, and is reviewed through conferences and reports.

• Oversees investigations into suspected theft, fraud, or abuse of human service program benefits by applicants, recipients, and departmental employees, or acts perpetrated by outside sources not directly involved with these programs.

• Oversees the review of case information to determine the course and scope of investigations.

• Supervises the review, analysis, and settlement of human services benefits overpayment claims including cash, food stamps, subsidized child care, and non-long-term care Medicaid.

• Evaluates sources of information used during investigations and determines reliability.

• Reviews evidence collected, reports of investigations, and plans for case presentation for criminal and administrative hearings.

• Provides guidance and assistance to investigators on interpretation and application of technical documents, mandates, policies, and procedures.

• Oversees the preparation and maintenance of records and reports.

• Provides input concerning the need for additional equipment, supplies, or staff.

• Coordinates activities of personnel from other government agencies necessary to the investigation.

• Identifies administrative operational deficiencies within human service agencies to prevent future erroneous public benefits payments.

• Conducts interviews utilizing established investigative interviewing techniques and methods.

• Interprets and applies all applicable laws, regulations, rules, policies, and procedures.

• Reviews reports on investigation findings and written recommendations.

• Supervises the preparation of evidence and witnesses for administrative and criminal legal proceedings.

• Prepares police criminal complaints, affidavits, search warrants, subpoenas, and related legal documentation.

• Maintains, carries, and appropriately uses firearms, other non-lethal weapons, and specialized equipment.

• Utilizes technical investigative tools including Pennsylvania Justice Network (JNET), other databases, and various types of scientific, electronic, and photographic equipment.

• Collaborates with other government organizations, including law enforcement, to share and coordinate information.

• Operates a motor vehicle in the performance of assigned duties.

• Performs the full range of supervisory functions.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, methods, and techniques of investigation and law enforcement.

• Knowledge of the basic rules of evidence.

• Knowledge of the applicable statutes, court decisions, interpretations, administrative procedures, and rulings pertaining to violations of law.

• Knowledge of interview techniques used to obtain information from individuals.

• Skill in the proficient use and care of firearms.

• Ability to read, interpret, and analyze written and numerical information.

• Ability to perform mathematical calculations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to operate a motor vehicle.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Special Agent, OSIG;

or

• Two years of investigative experience, which includes one year conducting fraud investigations, and a bachelor’s degree;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active Pennsylvania non-commercial Class C driver’s license or equivalent.

• All employees must obtain CLEAN/NCIC certification within two months of employment and maintain this certification for the duration of employment in this job.
