JOB TITLE: DRIVER LICENSE EXAMINER

SERIES NATURE OF WORK: The Driver License job series describes work in the issuance of driver’s licenses in the Pennsylvania Department of Transportation.
DEFINITION: This is technical work administering the application and knowledge testing processes of Pennsylvania’s commercial or non-commercial driver licensing program.
An employee in this job conducts standardized knowledge and skill examinations to evaluate the competence of commercial or non-commercial driver license applicants. Work includes measuring knowledge and understanding of the motor vehicle code, traffic signs, and rules of the road by observing an applicant's practical demonstration of motor vehicle operation. Work also includes inspecting an applicant’s physical state, paperwork, and vehicle condition against established standards in order to ensure a safe skill examination. Employees are also responsible for processing test results and applications. Employees are expected to use considerable tact while performing customer service and service recovery activities as well as provide timely, fair, and equitable treatment to all customers. Work is performed independently and is reviewed by a Driver License Center Supervisor for conformance with established standards and procedures.
EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.)
• Conducts a pre-trip vehicle inspection and the commercial or non-commercial driving skills test on specially constructed test sites or on selected portions of a public roadway.
• Reviews vehicle registrations and learners’ permits for validity prior to conducting driver tests.
• Conducts the commercial or non-commercial driver license knowledge examination both orally and by computer to individuals.
• Conducts telebinocular, color perception, and other vision tests.
• Conducts on-road driver skills tests in traffic.
• Evaluates applicants’ on-road driving performance in traffic against established standards and notifies applicants of examination results.
• Attends training on identity verification, driver licensing laws and regulations as related to fraud, and commercial and non-commercial driver license examining in order to upgrade and maintain required knowledge and skills.
• Reviews and processes documents, such as applications, birth certificates, Social Security cards, marriage certificates, court documents, proof of residency documents or documents issued by federal agencies or foreign countries to establish identity and eligibility for driver license/identification card products, and to identify irregularities to mitigate, detect, and deter fraud.
• Accesses multiple systems and databases to authenticate various documents presented by customers.
• Produces driver license and identification card products by entering test results or data into a computer and operating equipment which generates the physical product.
• Communicates information related to the driver license application, testing, and complaint processes to customers.
• Operates motor vehicles.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of effective customer service practices.
• Knowledge of the principles and practices of motor vehicle operation and safety.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to operate motor vehicles with standard and automatic transmissions.
• Ability to read and interpret written materials.
• Ability to perform four function mathematical calculations.
• Ability to file, copy, purge, and enter data in order to maintain basic records.
• Ability to operate office machines, computer terminals, and related equipment.
• Ability to follow oral and written instructions.
• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year of experience as a Driver License Examiner Assistant (commonwealth title);
or
• Two years of experience obtaining, evaluating, and providing information to the public.
SPECIAL REQUIREMENTS:
• All positions require an active Pennsylvania non-commercial Class C Driver’s License or equivalent and twenty-one years of age at the time of application.
• All positions require no suspensions or revocations of a driver’s license during the five year period immediately preceding employment.
• All employees in this job hired after February 28, 2022, are required to obtain an active unrestricted Class M driver’s license within the first six months of employment or before the end of the probationary period and maintain it during employment.
• Certain positions in this job require possession of an active Class A Pennsylvania Commercial Driver's License or equivalent with the following endorsements: P and N. The Commercial Driver License cannot have any of the following restrictions: E, L, N, O, or Z.
