SERIES NATURE OF WORK: The Certification, Accreditation, and Licensing Inspector job series describes work in the inspection, investigation, and enforcement of state certification, accreditation, licensing, and work practice laws and regulations and in the inspection and analysis of bedding, upholstery, and stuffed toys.
DEFINITION: This is technical work performed within an assigned geographic area to determine compliance with Pennsylvania certification, accreditation, licensing, and work practice laws and regulations; and inspecting and analyzing bedding, upholstery, and stuffed toys.
An employee in this job inspects asbestos and lead-based paint abatement sites for conformance with state certification and accreditation requirements and work practice laws and regulations; and inspects labeling of filled bedding, upholstered furniture, and stuffed toys to determine compliance with laws and regulations relating to registration, disinfection, and sterilization. Work is performed independently and is reviewed by a Certification, Accreditation, and Licensing Inspector Supervisor through reports submitted for adherence to state and industry requirements.
DISTINGUISHING CHARACTERISTICS:
• Work is differentiated from the lower-level job by the responsibility for independently identifying, planning, and conducting inspections of asbestos and lead-based paint abatement sites; and investigating labeling requirements of filled bedding, upholstered furniture, and stuffed toys within their assigned territory.

• Inspects asbestos abatement sites to ensure that all workers are properly trained and certified in accordance with applicable federal and state laws and regulations.
• Inspects lead-based paint abatement sites to ensure that all workers are properly trained and certified and to ensure that all lead-based paint abatement work is performed in accordance with the work practice standards in accordance with applicable federal and state laws and regulations.
• Audits asbestos and lead-based paint training courses presented by accredited training providers to ensure that all subject matter is adequately addressed and presented in accordance with the applicable federal and state laws and regulations.
• Administers certification exams to individuals newly trained in lead abatement.
• Inspects locations that make, store, or sell new or secondhand filled bedding, upholstered items, and stuffed toys to determine compliance with labeling, registration, sterilization, disinfection, and stuffing material requirements of applicable laws and regulations.
• Orders removal of non-certified workers and terminates work activity if work practice violates the applicable laws and regulations.
• Inspects sterilization and disinfection records maintained by renovators, secondhand dealers, rental facilities, and auctioneers.
• Inspects training material records maintained by asbestos and lead abatement companies and training providers to ensure they meet federal and state requirements.
• Conducts tests utilizing an ultraviolet device to detect the chemical disinfection of secondhand bedding and upholstered furniture and analyzes the results for compliance.
• Determines actions to be taken against violators of Pennsylvania laws and regulations related to asbestos, lead, bedding and upholstery, and stuffed toys and initiates court prosecution requests.
• Prepares reports of findings for review and logs approved inspection reports in the tracking system database.
• Completes a daily log and monthly report of activities performed.
• Responds to inquiries regarding inspection guidelines, procedures, and practices.
• Interprets state laws and regulations for training providers, contractors, and the public.
• Travels to inspection sites in remote locations.
• Operates motor vehicles.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of safety and health principles applicable to asbestos and lead-based paint abatement in accordance with applicable federal and state laws and regulations.
• Knowledge of the rules and administrative regulations and provisions pertaining to applicable federal and state laws and regulations.
• Knowledge of work practices, including equipment and processes, applicable to lead-based paint abatement in accordance with applicable federal and state laws and regulations.
• Knowledge of occupational and work practice hazards commonly encountered by workers at asbestos and lead-based paint abatement sites.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to read and interpret plans and blueprints pertaining to lead-based paint abatement sites.
• Ability to analyze and interpret legislation, regulations, policies, and procedures.
• Ability to follow oral and written instructions.
• Ability to perform basic mathematical functions such as addition and subtraction, and to calculate percentages.
• Ability to operate motor vehicles.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year as a Certification, Accreditation, and Licensing Inspector Trainee (commonwealth title);
or
• Two years of experience in building maintenance or construction, workplace safety or inspection, retail sales, or customer service;
or
• An equivalent combination of experience and training.
SPECIAL REQUIREMENTS:
• All positions require at the time of hire a valid Commonwealth of Pennsylvania asbestos worker training course completion certificate, a valid Commonwealth of Pennsylvania lead-based paint activities worker training course completion certificate, and a valid lead-based paint activities inspector training course completion certificate issued by a training provider accredited by the Commonwealth of Pennsylvania or a state approved by the Federal Environmental Protection Agency to accredit such providers.
• All positions require possession of an active motor vehicle license.
• All employees must obtain a valid Commonwealth of Pennsylvania asbestos worker certification, a valid Commonwealth of Pennsylvania lead-based paint activities worker certification, and a valid Commonwealth of Pennsylvania lead-based paint activities inspector certification within the probationary period.
