JOB TITLE: CERTIFICATION, ACCREDITATION, AND LICENSING INSPECTOR SUPERVISOR

SERIES NATURE OF WORK: The Certification, Accreditation, and Licensing Inspector job series describes work in the inspection, investigation, and enforcement of state certification, accreditation, licensing, and work practice laws and regulations; and in the inspection and analysis of bedding, upholstery, and stuffed toys.

DEFINITION: This is supervisory technical work ensuring compliance with Pennsylvania certification, accreditation, licensing, and work practice laws and regulations; and overseeing the inspection and analysis of bedding, upholstery, and stuffed toys.

An employee in this job supervises staff performing statewide inspections of asbestos and lead-based paint abatement sites for conformance with state certification and accreditation requirements, and work practice laws and regulations; and supervises staff inspecting labeling requirements of bedding, upholstered furniture, and stuffed toys to determine compliance with laws and regulations relating to registration, disinfection, and sterilization. Work involves providing technical consultation to the regulated community on the interpretation, implementation, adherence, and compliance of state and federal requirements, including creating and conducting relevant presentations; updating division training materials and manuals; and preparing detailed reports with recommendations for procedural changes. Work is performed independently and is reviewed by an administrative supervisor through conferences and reports for program effectiveness and conformance with departmental policies.

   DISTINGUISHING CHARACTERISTICS:

     • Work is distinguished from the lower-level job by the responsibility for supervising Certification, Accreditation, and Licensing Inspectors.

• Supervises staff engaged in inspections, investigations, auditing, and enforcement activities to determine compliance with applicable federal and state laws and regulations.

• Reviews inspection reports, daily logs, and monthly reports submitted by subordinates concerning inspections, investigations, and audits.

• Instructs inspectors on departmental rules, regulations, policies, and procedures.

• Provides guidance to inspectors in the field with investigations, inspections, and audits of a serious or difficult nature.

• Determines actions to be taken against violators of Pennsylvania laws and regulations related to asbestos, lead, bedding and upholstery, and stuffed toys; and prepares court prosecution requests for the legal office.

• Responds to inquiries regarding inspection guidelines, procedures, and practices.

• Interprets state laws and regulations for training providers, contractors, and the public; and conducts presentations for the regulated community.

• Creates and updates division forms and training materials.

• Travels to inspection sites in remote locations.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

• Employees in this job may perform the work of their subordinates’ consistent with organizational and operational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of safety and health principles applicable to asbestos and lead-based paint abatement and in accordance with applicable federal and state laws and regulations.

• Knowledge of the rules and administrative regulations pertaining to the applicable federal and state laws and regulations.

• Knowledge of work practices, including equipment and processes, applicable to lead-based paint abatement and in accordance with applicable federal and state laws and regulations.

• Knowledge of occupational and work practice hazards commonly encountered by workers at asbestos and lead-based paint abatement sites.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read and interpret plans and blueprints pertaining to lead-based paint abatement sites.

• Ability to analyze and interpret legislation, regulations, policies, and procedures.

• Ability to perform basic mathematical calculations such as addition, subtraction, and percentages.

• Ability to operate motor vehicles.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Certification, Accreditation, and Licensing Inspector (commonwealth title);

or

• Three years of technical or paraprofessional experience inbuilding maintenance or construction, workplace safety or inspection, retail sales, or customer service;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require at the time of hire a valid Commonwealth of Pennsylvania asbestos worker training course completion certificate, a valid Commonwealth of Pennsylvania lead-based paint activities worker training course completion certificate, and a valid lead-based paint activities inspector training course completion certificate issued by a training provider accredited by the Commonwealth of Pennsylvania or a state approved by the Federal Environmental Protection Agency to accredit such providers.

• All positions require possession of an active motor vehicle license.

• All employees must obtain a valid Commonwealth of Pennsylvania asbestos worker certification, a valid Commonwealth of Pennsylvania lead-based paint activities worker certification, and a valid Commonwealth of Pennsylvania lead-based paint activities inspector certification within the first year of employment.
