SAFETY INSPECTOR

DEFINITION: This is technical field inspection work in the enforcement of state building, safety, and occupational health and safety laws and regulations.

An employee in this job performs inspections of healthcare facilities, public office buildings, and other public and private structures for conformance with applicable state building and safety laws and regulations. Work involves conducting inspections and investigations to determine if building conditions, structures, machines, apparatus, devices, equipment, and materials are safe and healthful; ensuring corrective action is taken for non-compliance with laws and regulations; and preparing reports of findings and recommendations. An employee in this job may also conduct inspections of amusement rides and commercial fireworks establishments for compliance with state safety laws and regulations. Work also involves providing on-the-job training for Safety Inspector Trainees and private sector amusement ride inspectors. Work is performed independently under the general supervision of a Safety Inspection Supervisor or an administrative supervisor and is reviewed through written and oral instructions, observations and a review of reports.

EXAMPLES OF WORK: Inspects public and private hospitals, nursing homes and other healthcare facilities to determine and enforce compliance with applicable safety laws and regulations.

Inspects and investigates various work locations of public sector employees to determine if buildings and related structures, apparatus, devices, equipment, and materials to are safe and healthful.

Inspects the construction of public buildings for conformance with state- approved plans.

Inspects the mechanical operation, maintenance and physical safety of amusement rides to determine and enforce compliance with applicable safety laws and regulations.

Inspects the construction of amusement rides for compliance with state laws, regulations and ASTM International standards.

Inspects commercial fireworks establishments for compliance with storage, safety and licensure requirements.

Investigates accidents resulting in death or injury to determine circumstances under which accidents occurred.

Prepares detailed reports of inspections and investigations.

Testifies at Department of Agriculture hearings regarding the inspection of amusement rides.

Travels to various work sites to conduct inspections.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of safety principles and practices applicable to the construction, renovation, and utilization of healthcare, institutional or other public use buildings or related structures, machines, apparatus, devices, materials, or equipment.

Knowledge of methods used to inspect healthcare, institutional or other public use buildings or related structures, machines, apparatus, devices, materials, or equipment for compliance with safety codes and regulations.

Knowledge of workplace hazards and other safety and occupational health issues encountered by employees in their work environment.

Ability to read and interpret applicable building and safety laws and regulations.

Ability to read and interpret blueprints and sketches.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Successful completion of the Safety Inspector Trainee program;

                                                                                                                           or

One year of experience inspecting commercial, industrial, healthcare or other buildings or structures, machines, apparatus, devices or equipment for compliance with applicable safety codes and regulations;

                                                                                                                         or

An equivalent combination of experience and training.

CONDITIONS OF EMPLOYMENT: Certain positions in this job require possession of a valid Affiliated Qualified Inspector Level 2 certificate for amusement rides issued by the Pennsylvania Department of Agriculture.

Certain positions in this job require possession of a valid Pennsylvania driver’s license.

POST EMPLOYMENT REQUIREMENTS: Certain positions in this job are required to obtain valid certifications issued by the Pennsylvania Department of Labor and Industry as an Asbestos Supervisor, Asbestos Building Inspector, and Lead Risk Assessor within the probationary period.

Certain positions in this job are required to obtain valid certification in 40- Hour Hazardous Waste Operations and Emergency Response Site Worker Initial Training from an accredited organization within the probationary period.

Certain positions in this job are required to obtain a valid General Qualified Inspector certificate for amusement rides issued by the Pennsylvania Department of Agriculture within the probationary period.
