SAFETY INSPECTION SUPERVISOR

DEFINITION: This is supervisory field work in the inspection and enforcement of state building, safety, and occupational health and safety laws and regulations.

An employee in this job supervises inspections of healthcare facilities, public buildings, and other public and private structures for conformance with applicable state building and safety laws and regulations. Work involves planning and supervising the work of assigned Safety Inspectors; reviewing inspection reports and recommendations submitted by subordinates to determine if violations warrant prosecution; assisting with or conducting inspections of a difficult nature; providing technical direction to staff; and supervising and providing formal training to Safety Inspector Trainees. Work may also include supervising the inspection of amusement rides and commercial fireworks establishments for compliance with state safety laws and regulations. Work is performed with considerable independence under the general supervision of an administrative supervisor and is reviewed through conferences and review of reports submitted.

EXAMPLES OF WORK: Plans and supervises the operational aspects of the safety inspection program, such as assigning projects and scheduling and directing the flow of work.

Reviews daily inspection reports submitted by subordinates to determine thoroughness of inspections and adequacy of their recommendations.

Holds periodic conferences with subordinates to discuss enforcement problems and to instruct them on departmental rules, regulations, and procedures.

Assists subordinates in the field with investigations or inspections of a serious or difficult nature.

Determines action to be taken against violators and initiates court prosecution.

Communicates with civic, industrial, labor, and safety organizations to explain state laws and regulations.

Coordinates with management and labor in the promotion of occupational safety training programs.

Prepares periodic reports of activities.

Travels to various work sites to conduct inspections.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of safety principles and practices applicable to the construction, renovation, and utilization of healthcare, institutional or other public use buildings or related structures, machines, apparatus, devices, materials, or equipment.

Knowledge of methods used to inspect healthcare, institutional or other public use buildings or related structures, machines, apparatus, devices, materials, or equipment for compliance with safety codes and regulations.

Knowledge of workplace hazards and other safety and occupational health issues encountered by employees in their work environment.

Ability to read and interpret applicable building and safety laws and regulations.

Ability to read and interpret blueprints and sketches.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Safety Inspector;

                                                                                                                             or

Two years of experience inspecting commercial, industrial, healthcare or other buildings, structures, machines, apparatus, devices or equipment for
compliance with applicable safety codes and regulations;

                                                                                                                            or

An equivalent combination of experience and training.

CONDITIONS OF EMPLOYMENT: Certain positions in this job require possession of a valid Affiliated Qualified Inspector Level 2 certificate for amusement rides issued by the Pennsylvania Department of Agriculture.

Certain positions in this job require possession of a valid Pennsylvania driver’s license.

POST EMPLOYMENT REQUIREMENTS: Certain positions in this job are required to obtain valid certifications issued by the Pennsylvania Department of Labor and Industry as an Asbestos Supervisor, Asbestos Building Inspector, and Lead Risk Assessor within the probationary period.

Certain positions in this job are required to obtain valid certification in 40- Hour Hazardous Waste Operations and Emergency Response Worker Initial Training from an accredited organization within the probationary period.

Certain positions in this job must obtain a valid General Qualified Inspector certificate for amusement rides issued by the Pennsylvania Department of Agriculture within the probationary period.
