UCC BUILDING INSPECTOR TRAINEE

DEFINITION: This is work of a training nature in building inspection and enforcement for compliance with the Uniform Construction Code (UCC) and other applicable state laws and regulations.

An employee in this job receives classroom and on-the-job training designed to develop competency and skill in inspecting industrial, commercial, assembly, educational, health care, institutional and other public and private buildings to determine compliance with building, accessibility, fire safety, energy conservation, health and safety, electrical, mechanical, plumbing and other codes required under the UCC. Work involves assisting UCC Building Inspectors in a variety of
inspection and investigative assignments designed to acquaint the trainee with the full scope of inspection activities and responsibilities, and assisting in the preparation of reports. Work is performed under close supervision by a UCC Building Inspector Supervisor, who assigns work, gives detailed instructions, and reviews work in progress and upon completion for adherence to established technical and procedural standards.

EXAMPLES OF WORK: Participates in classroom and on-the-job training.

Reviews architectural plans and specifications for minor construction or reconstruction projects.

Prepares draft reports of findings for review by a higher-level inspector.

Assists with inspecting buildings to determine and enforce compliance with safety laws and regulations.

Assists with investigating various work locations of public sector employees to determine if applicable conditions, structures, equipment, and materials are safe and healthful.

Assists in the preparation of detailed reports for completed inspections and investigations.

Travels to inspection sites in remote locations.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of principles and practices involved in the building construction, renovation, and utilization of industrial, commercial, assembly, educational, health care, institutional and other public and private buildings and in the installation of building systems.

Knowledge of common workplace hazards or other safety and health issues encountered by employees in their work environment.

Knowledge of standard desktop software.

Ability to read and interpret the Uniform Construction Codes, the Fire and Panic Law, and all other applicable state safety laws and regulations.

Ability to read and interpret blueprints and sketches.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year of experience inspecting commercial, industrial, or other public use buildings for compliance with building and safety codes;

                                                                                                                          or

Two years of building construction work which included the performance of skilled trades duties in the electrical, structural, plumbing, or mechanical trades;

                                                                                                                         or

An equivalent combination of experience and training.

CONDITION OF EMPLOYMENT: Certain positions in this job will require possession of a valid driver’s license.

POST EMPLOYMENT REQUIREMENTS: Valid certification issued by the Department of Labor and Industry, Commonwealth of Pennsylvania, as an Accessibility Inspector/Plan Examiner within the probationary period.

All positions in this job also require one of the following valid certifications issued by the Department of Labor and Industry, Commonwealth of Pennsylvania, within the probationary period: Building Inspector, Electrical Inspector, Mechanical Inspector, Plumbing Inspector, or Energy Inspector.
