UCC BUILDING INSPECTOR 1

DEFINITION: This is technical work performing building inspection and enforcement for compliance with multiple disciplines of the Uniform Construction Code (UCC) as well as other applicable state laws and regulations.

An employee in this job performs inspections of industrial, commercial, assembly, educational, health care, institutional and other public and private buildings to determine compliance with accessibility, fire safety, and other health and safety laws and regulations. Work also includes performing inspections for compliance with at least one other code discipline required under the UCC such as electrical, mechanical, plumbing, building, or energy conservation codes. Work involves
conducting inspections and investigations of public sector employee work locations to determine if applicable conditions, structures, equipment, and materials are safe and healthful; ensuring corrective action is taken for non-compliance to laws and regulations; preparing reports of findings; and representing the Department of Labor and Industry at District Justice hearings. Work also involves providing on-the- job training for UCC Building Inspector Trainees. Work is performed independently under the general supervision of a UCC Building Inspector Supervisor and is reviewed through compliance with written and oral instructions, observations and a review of reports.

EXAMPLES OF WORK: Inspects buildings to determine and enforce compliance with accessibility, fire safety, and other health and safety laws and regulations; and also includes inspecting buildings for compliance with at least one other code discipline required under the UCC such as electrical, mechanical, plumbing, building, or energy conservation codes.

Investigates work locations of public sector employees to determine if applicable conditions, structures, equipment, and materials are safe and healthful.

Enforces compliance with laws and regulations when problems are identified.

Inspects construction of buildings for conformance with state approved plans.

Requires correction of conditions found to be unsafe or not in compliance with applicable plans, laws and regulations.

Represents the Department of Labor and Industry at District Justice hearings dealing with the enforcement of corrective orders.

Questions witnesses where the defendant is represented by legal counsel.

Communicates with District Attorney’s offices and local police offices to obtain search warrants.

Confers with contractors, architects, engineers and building owners concerning observed deficiencies in buildings.

Suggests corrective action involving building deficiencies.

Provides classroom and on-the-job training to UCC Building Inspector Trainees.

Prepares detailed reports of inspections and investigations.

Recommends actions to be taken against violators.

Travels to inspection sites in remote locations.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of principles and practices involved in the building construction, renovation, and utilization of industrial, commercial, assembly, educational, health care, institutional and other public and private buildings and in the installation of building systems.

Knowledge of common workplace hazards or other safety and health issues encountered by public sector employees in their work environment.

Knowledge of the Uniform Construction Code, the Fire and Panic Law, the Universal Accessibility Standards, the Building Energy Conservation Law, the General Safety Law, the Dry Cleaning Law, the Grandstand and Bleacher Law and all other applicable state safety laws and regulations.

Knowledge of standard desktop software.

Ability to read and interpret blueprints and sketches.

Ability to devise corrective measures applicable to safety and health hazards that have been observed or detected.

Ability to interpret laws and regulations in conducting inspections.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Successful completion of the UCC Building Inspector Trainee program;

                                                                                                                         or

Two years of experience inspecting commercial, industrial, or other public use buildings for compliance with building and safety codes;

                                                                                                                        or

Three years of building construction work which included the performance of skilled trades duties in the electrical, structural, plumbing, or mechanical trades;

                                                                                                                       or

An equivalent combination of experience and training.

NECESSARY SPECIAL REQUIREMENTS: Valid certification issued by the Department of Labor and Industry, Commonwealth of Pennsylvania, as an Accessibility Inspector/Plan Examiner.

All positions in this job also require one of the following valid certifications issued by the Department of Labor and Industry, Commonwealth of Pennsylvania: Building Inspector, Electrical Inspector, Mechanical Inspector, Plumbing Inspector, or Energy Inspector.

CONDITION OF EMPLOYMENT: Certain positions in this job require possession of a valid PA non-commercial Class C driver’s license or equivalent.
