UCC BUILDING INSPECTOR SUPERVISOR

DEFINITION: This is supervisory and technical work in building inspection and enforcement for compliance with the Uniform Construction Code (UCC) and other applicable state laws and regulations.

An employee in this job supervises the inspection of industrial, commercial, assembly, educational, health care, institutional and other public and private buildings for compliance with accessibility, building, fire safety, energy conservation, health and safety, electrical, mechanical, plumbing, and other codes required under the UCC. Work involves enforcing occupational health and safety issues in an assigned geographic location, promoting occupational safety training programs, reviewing inspection reports, assisting with inspections of a complex nature, providing technical assistance to staff, and providing formal training to UCC Building Inspector Trainees. Work is performed independently under the general direction of the UCC Building Field Operations Manager and is reviewed through conferences and a review of reports submitted.

EXAMPLES OF WORK: Plans the operational aspects of the program, such as assigning projects and directing the flow of work.

Provides oversight to subordinates with the enforcement/prosecution process.

Participates in or observes subordinates’ performance in District Justice hearings.

Obtains search warrants from the District Attorney’s office.

Reviews daily inspection reports submitted by subordinates to determine thoroughness of inspections and adequacy of their recommendations.

Holds periodic conferences with inspectors to discuss enforcement problems and instruct them on departmental rules, regulations, and procedures.

Provides guidance to inspectors in the field with investigations or inspections of a complex nature.

Communicates with civic, industrial, labor, and safety organizations to explain state laws and regulations.

Secures the cooperation of civic, industrial, labor, and safety organizations to ensure enforcement of applicable laws and regulations.

Coordinates with management and labor in the promotion of occupational safety training programs.

Prepares periodic reports of activities.

Travels to inspection sites in remote locations.

An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs the full range of supervisory duties.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of principles and practices involved in the building construction, renovation, and utilization of industrial, commercial, assembly, educational, health care, institutional and other public and private buildings and in the installation of building systems.

Knowledge of common workplace hazards or other safety and health issues encountered by public sector employees in their work environment.

Knowledge of the Uniform Construction Code, the Fire and Panic Law, the Universal Accessibility Standards, the Building Energy Conservation Law, the General Safety Law, the Dry Cleaning Law, the Grandstand and Bleacher Law and all other applicable state safety laws and regulations.

Knowledge of standard desktop software.

Ability to read and interpret blueprints and sketches.

Ability to devise corrective measures applicable to safety and health hazards that have been observed or detected.

Ability to interpret laws and regulations.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year as a UCC Building Inspector 2;

                                                                                                                              or

Four years of experience inspecting commercial, industrial, or other public use buildings for compliance with building and safety codes;

                                                                                                                             or

Five years of building construction work which included the performance of skilled trades duties in the electrical, structural, plumbing, or mechanical trades;

                                                                                                                            or

An equivalent combination of experience and training.

NECESSARY SPECIAL REQUIREMENTS: Valid certification issued by the Department of Labor and Industry, Commonwealth of Pennsylvania, as an Accessibility Inspector/Plan Examiner, Building Inspector, Electrical Inspector, Mechanical Inspector, Plumbing Inspector, and Energy Inspector.

CONDITION OF EMPLOYMENT: Certain positions in this job require possession of a valid PA non-commercial Class C driver’s license or equivalent.

POST EMPLOYMENT REQUIREMENT: Employees must obtain a valid certification issued by the Department of Labor and Industry, Commonwealth of Pennsylvania, as a Building Code Official in the probationary period.
