UCC BUILDING FIELD OPERATIONS MANAGER

DEFINITION: This is administrative and technical work directing building inspection and enforcement for compliance with the Uniform Construction Code (UCC) and other applicable state laws and regulations.

The employee in this class directs, through subordinate supervisors, the development, implementation and evaluation of statewide building inspection and enforcement programs for the Department of Labor and Industry in accordance with building, accessibility, fire safety, energy conservation, health and safety, electrical, mechanical, plumbing and other codes required under the UCC. Work involves directing operational policies and procedures for the inspection of industrial, commercial, assembly, educational, health care, institutional and other public and private buildings subject to state laws and regulations; detecting unsafe practices or working conditions within public buildings; instituting actions to enforce compliance with applicable laws and regulations; and performing public liaison and administrative functions. Work is performed under the general direction of an administrative superior and within the broad framework of existing laws, regulations and policies, and is reviewed through reports, conferences and evaluation of the effectiveness of the program.

EXAMPLES OF WORK: Directs the development, implementation and evaluation of statewide programs to promote building safety, fire safety, accessibility for the physically disabled, energy conservation and general safety working conditions.

Directs the processing of inspection reports, issuance of compliance orders, and the processing of prosecution documents.

Coordinates program activities with public agencies and professional organizations concerned with safety issues, accessibility, and energy conservation.

Performs a variety of administrative tasks including budgetary, personnel, office equipment, space requirements, fiscal management, public relations, and program development and evaluation.

Performs public relations activities to include preparing and delivering speeches, and attending meetings.

Reviews work through reports and field inspections.

Employees in this class may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs the full range of supervisory duties.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Uniform Construction Code, the Fire and Panic Law, the Universal Accessibility Standards, the Building Energy Conservation Law, the General Safety Law, the Dry Cleaning Law, the Grandstand and Bleacher Law and all other applicable state safety laws and regulations.

Knowledge of the principles, practices, and methods applied in directing safety inspection, compliance, and enforcement programs.

Knowledge of principles and practices of supervision.

Ability to plan and direct the statewide building inspection, compliance, and enforcement programs.

Ability to conduct technical building inspection, compliance, and enforcement research and present findings and recommendations.

Ability to evaluate the effectiveness of the building inspection, compliance, and enforcement programs and to prepare reports of findings and recommendations.

Ability to develop and effectively deliver presentations to a variety of audiences.

Ability to establish and maintain effective working relationships with all public and work related contacts.

Ability to read and interpret collective bargaining agreements applicable to the work performed by the work units.

Ability to communicate effectively, both orally and in writing.

Ability to plan, organize, and assign work to subordinates.

Ability to effectively supervise employees.

MINIMUM EXPERIENCE AND TRAINING REQUIREMENTS: Two years as an UCC Building Inspector Supervisor;

                                                                                                                               or

Three years as a Safety Inspection Supervisor;

                                                                                                                              or

Seven years of building construction inspection experience that included responsibility for safety requirements and included two years of supervisory or administrative experience;

                                                                                                                             or

An equivalent combination of experience and training.

NECESSARY SPECIAL REQUIREMENT(S): Certifications issued by the Department of Labor and Industry, Commonwealth of Pennsylvania as an Accessibility Inspector/Plan Examiner, Building Inspector, and Building Code Official.
