JOB TITLE: COMMISSIONED BOILER INSPECTOR TRAINEE

JOB CODE: 71109

SERIES NATURE OF WORK: The Commissioned Boiler Inspector job series describes work in the inspection and certification of boilers, unfired pressure vessels, liquefied petroleum gas (LPG) facilities, and flammable and combustible liquids installations.

DEFINITION: This is entry-level training work learning the tools, techniques, and processes used to inspect and certify the design, construction, and installation of boilers, unfired pressure vessels, LPG facilities, and flammable and combustible liquids installations.

An employee in this job participates in a 12-month structured and on-the-job training program performing a variety of assignments designed to develop proficiency and skill in the inspection and assessment processes. Work involves assisting with inspections to ensure compliance with applicable state regulations and with the American Society of Mechanical Engineers design standards and participating in classroom instruction conducted by staff. Work is initially limited to the observation of staff performing inspection work and progresses to assisting in that work. Duties become increasingly more complex and are performed with greater independence as learning progresses and technical proficiency is acquired. Supervision is received from a Commissioned Boiler Inspector Supervisor who reviews work and results of training for adherence to established technical standards and departmental procedures.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.)

• Participates in classroom instruction and on-the-job training to develop competency and skill in performing inspections and to acquire knowledge of applicable state laws, regulations, and codes.

• Assists in and observes inspections to decide whether equipment can be safely operated.

• Assists in and observes the examination of boilers for riveting, welding, or other defects.

• Assists in boiler installation inspections.

• Assists in determining the tensile strength of boilers and calculating the bursting point and safe working pressure of equipment.

• Assists in determining the dependability of the feed water supply, location of valves, and the testing of safety valves and other attachments.

• Assists in the preparation of detailed reports on completed inspections.

• Participates in the investigation of issues found during inspections.

• Assists in inspecting drawings, designs, and specifications to determine conformance with state laws, regulations, and codes.

• Travels to field sites to conduct inspections.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices involved in the design, construction, installation, inspection, maintenance, or repair of boilers, unfired pressure vessels, electronic equipment, electrical systems, heavy machinery, motors, engines, drives or hydraulic systems.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read and interpret laws, regulations, and codes.

• Ability to perform math functions including addition, subtraction, multiplication, and division.

• Ability to read and interpret blueprints, manufacturers’ manuals, and equipment schematics.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience in the design, construction, installation, inspection, operation, maintenance, or repair of boilers, unfired pressure vessels, electronic equipment, electrical systems, heavy machinery, motors, engines, drives or hydraulic systems;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All employees must obtain, within the probationary period, a valid National Board of Boiler and Pressure Vessel Inspector Commission, and a valid Commonwealth of Pennsylvania Boiler and Pressure Vessel Inspector Commission.

• All positions require possession of an active motor vehicle license.
